RESOLVED, that upon appeal of Donald Albert Singer from
the decision of the Commissioner of Parks, Playgrounds and
Public Buildings, there is hereby waived the 40 foot frontage
requirement in connection with the construction of two single
family dwellings on Lots 17, 18 and 19, Block 6, Lake Park
Addition, situated on the east side of Snelling Avenue, between
Almond and Albany Avenues, in accordance with appellant 's
plans dated March 22, 1957.

attached appeal of Donald Albert Singer for waiver of the 40-ft. frontage
requirement in connection with the construction of two single-family

on the east side of Snelling Ave. between Almond and Albany Ayes., in
accordance with appellant's plans dated March 22, 1957.

Dear Sir:
This is in the matter of the appeal of Donald Albert Singer to waive the
40' frontage requirements on lots 17, 18 and 19 - block 6 - Lake Park Addition.
This property is on the east side of Snelling between Albany and Almond. The
zoning is "B" residence. The property is presently vacant.
It consists of three 24' lots which produce a frontage of 72' on Snelling.
The applicant desires to develop this property into two 36' lots which would
be some 4' short of the minimum 40' of frontage required by the Zoning Ordin-
ance. Each parcel would have sufficient ground area but insufficient frontage.
The alternative to this plan is to develop these three parcels as the site of
a single home, with a frontage of 72' instead of a site for two homes each
with a frontage of 36' .
The other developments in the block are as follows: the address at 1254
Snelling has a frontage of 51 .5' : 1250 Snelling has a frontage of 48' :
1242 Snelling has a frontage of 48' - all of which are larger than the develop-
ment proposed by the applicant.
The applicant could build a duplex on this property without any action from
the Council . Therefore, if he were permitted to build two single-family
attached homes on this property the density of population would be identical .
Moreover, the applicant is able to construct buildings which would conform
to the existing side-yard and front-yard and rear-yard requirements of the
Building Code and the ;'oning Ordinance. The Zoning Board feels that the
applicant' s proposed development will carry out the intent and purpose of the
Zoning Ordinance and will not have any material effect on the use and enjoyment
of adjacent property.
In consideration of these facts, the Zoning Board recommends this appeal be
granted in accordance with the applicant's letter and plans dated b ch 22, 1957.

It is requested that a waiver of the Fort] (AGO) foot minima*
frontage regulation as provided under Section three (3) of Building'
Zone Ordinance No. 54€3 be granter to Donald Albert Singer, by the
City Council under the provisions of Section 20, paragraph 1, Lots
Seventeen (17), Eighteen (18), and Nineteen (19), Block six (6),
Lake Park Addition to Saint Paul, in order to facilitate the
construction of two (2) single family dwellings on the above property.
1. The lots listed above are presently vacant and in an
area zoned B Residence. Their measurements are twenty-
four (24) by one hundred twenty (120) Beet with frontage
on the east aide of moiling Avenue between Aiaend and
Albany Avenues.
2. It is the intention of Mr. Donald Albert Singer, owner,
to subdivide the above mentioned lots into two (2) Ma
of thirty-six (36) foot frontage each and to build a
single family dwelling thereon, complying with al] other
requirements as set forth in the applicable building code.
3. The location of other dwellings surrounding the above
property makes the acquisition of additional land impossible.
