WHEREAS, The City and County Detention and Workhouse j'acility Commission at a regular
meeting held January i , 1957, approved four parcels of land in the Eastern section of
Ramsey County for the proposed workhouse-workfarm Facility, and,
WHEREAS, On February 1, 1957 the City and County Detention and Workhouse _acility
Commission submitted a report to both the City Council of St. Paul and the Board of
County Commissioners of Ramsey County that this site be purchased from the rightful
property owners, in accordance with Section 9, Chapter 353, Laws of 1955, and as amended
by Chapter 664, Laws of 1957, and,
WHEREAS, On February 18, 1957 the Board of County Commissioners, by County Board File
#1636 concurred in the recommendation of the Commission, and approved the sites de-
scribed fully in the report that was submitted on rebruary 1, 1957, and,
WHir:RgAS, On February 5, 1957 the City Council of the City of St. Paul, by Council
File #181365 concurred in the Commission's recommendation, and also approved the sites
referred to for the workhouse-workfarm facility, and,
WHEREAS, On April 9, 1957 the City Council of the City of St. Paul approved the option
contract taken in the name of William D. Clapp for the City of St. Paul and the County
of Ramsey for a parcel of land consisting of_8 acres more or less, the abstract of the
property being in the name of Ed A. E. Olson card Clara E. Olson, and fully described by
said abstract of title as follows:
"Southeast one-quarter (S.E• 1/i4) of Southeast one-quarter (S.L. 1/4)
of. Section Twelve (12), Township Twenty-eight (T.28), Range Twenty-
two (R.22), containing 36 acres more or less, according to the United
States .government Survey thereof."
and,
WHEREAS, On April 8, 1957 the Board of County Commissioners approved the purchase of
the above described property from Ed A. E. Olson and Clara E. Olson for the purchase
price of X28,000.00 and also approved the option contract taken in the name of ';illiam
D. Clapp in the amount of .4500.00 for the City of St. Paul and the County of Ramsey,
and,

WHEREAS, the abstract for the above described property has been fully cleared and
brought up to date and examined by the law firm of Young and McClure. The opinion
with reference to this examination is dated May 2, 1957. All of the references con-
tained in this opinion have either been obtained or cleared with the attorneys for
the present owners of the property. This opinion h s been further examined by Mr.
Sheahan of the City Corporation Counsel's Office, and met with his approval.
NOW, THER4,FORE, BE IT RESOLVED that the Common Council of the City of St. Paul hereby
approves the purchase of the above described property since previous approval has
been given by the County Board of Commissioners for the purchase price of 428,000.00
payable as follows: Twenty-Seven thousand, five hundred dollars ( 27,500.00) to Ed
A, E. Olson and Clara E. Olson, present owners of property, payment to be made upon
delivery of warranty deed, and a check of X500.00 payable to William D. Clapp, Realtor,
as repayment for option contract on property. Consummation of this transaction will
result in the above described property being deeded to the City of St. Paul and the
County of Ramsey in joint ownership thereof.
