A public hearing having been had upon the above improvement upon due notice, and the Council
having heard all persons, objections and recommendations relative thereto, and having fully considered
the same; therefore, be it
RESOLVED, By the Council of the City of St. Paul that the precise nature, extent and kind of im-
provement to be made by the said City is. grade Etna Street from Arlington Ave. to Nebraska
Ave., and Nebraska Ave. from Etna St. to Birmingham St.,
and the Council hereby orders said improvement to be made.
RESOLVED FURTHER, That the Commissioner of Public Works be and is hereby instructed and
directed to prepare plans and specifications for said improvement, and submit same to the Council for
approval; that upon said approval, the proper city officials are hereby authorized and directed to pro-
ceed with the making of said improvement in accordance therewith.

Gentlemen:
You referred to this office on May 21, 1957, a request that
the undersigned inspect a building the address of which is 1363
East Arlington but which is actually in the middle of Etna Street.
The undersigned made a personal inspection the afternoon of
May 21, 1957, and examined the building very completely from top
to bottom. This building is set in an area surrounded by all new
very fine homes, up into the $40,000 and $50, 000 classification.
A request by the owner was made for permission to move this build-
ing onto three lots which he owns, the move probably not less than
200 or 300 feet in distance.
This building is a structure I would guess some 70 or 80 years
old, and it does not conform in any manner, shape or form to the
requirements of our Ordinances which will permit it to be moved.
It is not structurally unsafe ; however, the Ordinances require
that these buildings when moved and installed in a new location
shall conform to the existing requirements at the time of moving.
This building does not conform to any of these requirements, is
badly out of level and square, room and window sizes are not correct,
ceiling heights are deficient, and the cost of remodeling this build-
ing to make it comply is far in excess of what the structure is worth.
It is therefore the opinion of this office that a permit cannot
be granted for the moving of this structure.

The Commissioner of Public Works, having had under consideration the prelimin-
ary order of the Council, known as Council File No. 181763 approved
March 5, 19 57 , relative to gradina of Eta Street from Arilnnton
Avenue to Nebraska Avenue, and Nebraska Avenue fran Etna Street to Birminghaw
Street
and having investigated the matters and things referred to therein, hereby reports:
1. Said improvement is necessary and (or) desirable.
2. The estimated cost thereof is $ 10.193,58 , and the total cost thereof
