Resolved, That the following rules
promulgated ' the on-noUU Commi'
RESOLVED, that the following rules promulgated by the
Council Committee on Mileage are hereby adopted:
1. The Car Allowance Committee appointed by the
Mayor and the City Council shall pass upon the eligibility
of employees recommended by department heads to receive a
basic car allowance, and said Committee shall, from time to
time, make recommendations to the City Council for any needed
changes or amendments to these rules concerning car allowances,
to the end that these rules and check controls shall be complied
with.
2. The Car Allowance Committee, in cooperation with the
City Comptroller, is hereby authorized to inspect and
investigate any mileage report to determine that all applicable
rules are being followed.
3. For straight car mileage allowance, authorization
shall be certified to the City Comptroller by the department
head for the individual employees involved. For the basic
allowance, plus mileage compensation, authorization shall
be certified by the department head to the Car Allowance
Committee who shall investigate the advisibility of approving
said request, and if the request is approved by the Committee,
said Committee shall certify the name to the City Council,
which body, in turn, if it approves the request, will certify
the name to the City Comptroller.
4. Each person authorized to receive any car allowance
for the use of his personal car for City business shall fill
out a detailed mileage report showing destinations and mileage
with as much detail as possible, to permit proper supervision
and checking. In view of the fact that different types of
work are involved, with various employees in different
departments, making difficult the adoption of a completely
uniform system of daily reports applicable to all cases, the
following classifications shall be applied where applicable :

a) Where definite destination information is practica 'le,
the daily report shall show this information in detail.
b) Where actual destination of travel of certain
employees may be confidential in nature and not desirable a
a public record, upon direct authorization of the departmen
head to the City Comptroller, specific destinations or stop
will not be required.
c) Where inspection work involves patrolling or inspection
of general areas and is of such nature that adequate destin tion
data cannot be furnished to permit actual mileage audit, as
much destination data as is possible shall be furnished to
facilitate supervision by department heads.
d) Where mileage is involved in administratrative or
supervisory capacity not adaptable to definite destination
detail, these reports shall contain such detail as is
practical.
5. The daily mileage reports shall show the car
speedometer reading at the beginning and end of each trip,
which may consist of one or more stops. Mileage shown on t e
daily report shall normally begin from the Court House or
other headquarters of employment, and end at the same place
except that where expedient to the City in the employee ' s
work, mileage may be reported from the place of residence
to the place of employment.
6. The daily car mileage reports shall be submitted t
the employee 's supervisor, and shall form the basis of the
monthly claim for mileage allowance on suitable monthly cla m
forms covering actual mileage travelled as well as the basi
allowance, if any, for those employees authorized.
7. No mileage allowance will be approved in excess of
$75.00 per month; the same as the maximum now prevailing un4er
the present ordinance.
