Whereas, The City and
WHEREAS, The City and County Detention and orkhouse racility Commission at a
regular meeting held January 4, 1957 approved four parcels of land in the Eastern
secticn of Ramsey County for the proposed workhouse-workfarm facility, and,
WHEREAS, on February 1, 1957 the City and County Detention and Workhouse racility
Commission submitted a report to both the City Council of St. Paul and the Board
of County Commissioners of Ramsey County that this site ba purchased from the
rightful property owners, in accordance with Section 9, Chapter 353, Laws of 1955,
and as amended by Chapter 661 , Laws of 1957, and,
WHEREAS, on February 16, 1957 the board of County Commissioners, by County Board
File #1636 concurred in the recommendation of the Commission, and approved the
sites described fully in the report that was submitted on February 1, 1957,and,
WHEREAS, on February 5, 1957 the City Council of the City of St. Paul, by Council
File #181365 concurred in the Commission's recommendation, and also approved the
sites referred to for the workhouse-workfaml facility, and,
WHEREAS, on April 9, 1957 the City Council of the City of St. Paul approved the
option contract taken in the name of William D. Clapp for the City of St. Paul
and the County of Ramsey for a parcel of land consisting of 79 acres more or less,
the abstract of the property being in the name of Herman H. Kock and Agnes A. Kock,
and fully described by said abstract of title PS follows:
"South one-half (S.2) of the Southeast one-quarter (S.E. )
of Section one (1), Township Twenty-eight (T.28), Range
Twenty-two (R.22), containing 79 acres more or less,
according to the United States Government Survey thereof."
and,
WHEREAS, on April 8, 1957 the Board of County Commissioners concurred by Resolution
#9-)41425 in the option contracts described hereinabove, and approved the purchase
of the above described property from Herman H. Kock and Agnes A. Kock for a pur-
chase price of : 61 ,000.00, and,

WHEREAS, the abstract for the above described property has been fully cleared and
brought up to date and examined by the law firm of Young and McClure. The opinion
with reference to this examination is dated April 30, 1957. All of the references
contained in this opinion will be obtained from the property owners prior to the
exchange of a warrant for the warranty deed. This opinion has been further ex-
amined by Mr. Sheahan of the City Corporation Counsel's Office, and met with his
approval.
NCv, THEREFORE, BE IT RESOLVED that the Common Council of the City of St. Paul
hereby approves the purchase of the above described property since previous ap-
proval has been given by the County Board of Commissioners for the purchase price
of 61I,000.00 payable as follows: Sixty-three thousand, five hundred dollars
a;63,500.00) to Herman H. Kock and Agnes A. Kock, present owners of property, pay-
ment to be made upon delivery of warranty deed, and a check of 4p500.00 payable to
E. Clapp, Realtor, as repayment for option contract on property. Consumma-
tion of this transaction will result in the above described property b eing deeded
to the City of St. Paul and the County of Ramsey in joint ownership thereof.
