Whereas, The Federal Aid Highway - Act of 1956, authorizing the construc- OFFICE OF THE tion of the "National System of Inter state and Defense Highways," as passed ..—.�' CCU 'CIL RESOLUTION—by Congress, was approved on June•29, 1956, thus setting in motion for con- PRESENTED BY struction over a 13-year period a `/ / / nation-wide system of major highways;! 1957 COMMISSIONER �/ f� .��tt� �� and f Whereas, The Minnesota Department, fof Highw^"s WHEREAS, The Federal Highway Act of 1956, authorizing the construction of the � � y � g "National System of Interstate and Defense Highways," as passed by Congress, was approved on June 29, 1956, thus setting in motion for construction over a 13-year period a nation- wide system of major highways; and WHEREAS, The Minnesota Department of Highways, following a long period of study as to traffic needs, has prepared preliminary plans showing the general locations of the interstate highway routes entering and passing through the City of St. Paul, such pre- liminary plans being on file in the office of the Commissioner of Public Works; and WHEREAS, These general locations have been studied by the St. Paul City Planning Board and by the engineers of the Department of Public Works of the City of St. Paul and have been approved by them; and WHEREAS, The construction of the approved System of Interstate Highways, with the expenditure of large sums on this system and the tributary Federal Aid System, with 90% federal funds and 10% state funds for the Interstate System, and 50% federal funds and 50% state funds for the tributary Federal Aid Trunk Highway System, will create new traffic arteries which, in addition to serving general traffic needs, will relieve the local traffic congestion under a well-planned system to be constructed according to standards established by the U. S. Bureau of Public Roads; therefore, be it RESOLVED, That the City Council of the City of St. Paul hereby approves the general routes of the National System of Interstate and De.`.'< :se Highways into and through the City of St. Paul described as follows and more speci. ically shown on the preliminary plans prepared by the Minnesota Highway Department and on file in the office of the Commissioner of Public Works: An east-west highway entering the City of St. Paul at or near the present location of Trunk Highway No. 12, commonly known as the Hudson Road, thence extending westerly along or near the line of Hudson Road to Mounds Boulevard, thence northwesterly to a junction with Sixth Street, then;Ee southwesterly on a location along the line of Sixth Street to the vicinity of the intersection of Pine and Seventh Streets, thence north- westerly along the general line of Broadway Street to the intersection of Broadway and Mississippi Streets, thence southwesterly approximately on a location between Eleventh Original to City Cleric ,r~$'.* CITY OF ST. FILE OFFICE OF THE CITY CLERK COUNCIL RESOLUTION--GENERAL FORM PRESENTED BY COMMISSIONER DATE and Twelfth Streets or such streets extended to the Capitol Approach area, thence westerly skirting the Capitol Approach area, thence westerly generally on a location between Carroll and Rondo Avenues to the vicinity of Western Avenue, and between Rondo and St. Anthony Avenues from Western Avenue to the vicinity of Griggs Street, and thence westerly along the general line of St. Anthony Avenue to the west city limits, including throughout the extent of such highway the necessary rights of way both for the highway proper and for the interchanges, the aforesaid east-west highway being designated as Trunk Highway No. 392 and State Project No. 6283 from the east city limits to Mississippi Street, and as Trunk Highway No. 392 and State Project No. 6282 from Trunk Highway No. 390 at the Capitol Approach area westerly to the west city limits. A north-south highway entering the City of St. Paul at the north city limits on a location at or near Mississippi Street, thence extending southerly to an intersection with the east-west highway at or near Mississippi and Broadway Streets, thence following the route of the east-west highway to the Capitol Approach near the line of Pleasant Avenue extended northeasterly, thence extending southwesterly on a location on or near Pleasant Avenue or Pleasant Avenue extended southwesterly to the vicinity of Jefferson Avenue, and thence southerly along the westerly side of Pleasant Avenue or Pleasant Avenue extended, and generally parallel to Lexington Avenue, to the vicinity of Montreal Avenue, thence southeasterly on a line leading to a bridge crossing the Mississippi River and entering Dakota County in the vicinity of Victoria Street extended, including throughout the extent of such highway the necessary rights of way both for the highway proper and for the interchanges, the aforesaid north-south highway being designated as Trunk Highway No. 390 and as State Project No. 6280 from the north to the south city limits; and be it further RESOLVED, That this resolution is approved with the understanding that final detailed plans for the construction of the aforesaid Interstate System of Highways or portions thereof be sutmitted to the City of St. Paul for examination and approval by the proper department and fins] approval by the City Council; and be it further RESOLVED, That a certified copy of this resolution be forwarded by the City Clerk to the Commissioner of Highways of the State of Minnesota.
