WHEREAS, it has been reported to the Council by the Cammissioner of
Public Works that a sudden and unexpected emergency has arisen in that
there is immediate necessity for the repair of damage to City streets and
sewers and for the removal of debris, all resultant from the unprecedented
rain storm of July 19, 1957, said condition creating an extremely hazardous
situation and potential further damage, injury and destruction, and
WHEREAS, it has been estimated by said Department that the cost of
alleviating said dangerous condition will not be less than the sum of
one hundred and three thousand dollars ($103,000.00) and
WHEREAS, there are no available funds for expenditure to relieve
said dangerous condition, and
WHEREAS, by reason of the premises above, an emergency exists within
the provisions of Section 206 of the City Charter, therefore be it
RESOLVED, that the Mayor and the City Comptroller be and they are
hereby authorized to borrow, on behalf of the City of Saint Paul, a sum
not in excess of one hundred and three thousand dollars ($103,000.00), and
to execute and deliver to the party or parties making such loan the
promissory note or notes of the City of Saint Paul, payable to such party
or parties, bearing interest at a rate not to exceed four (4) per cent
per annum , said note or notes to be payable one year from the date of
execution thereof; be it
FURTHER RESOLVED, that the funds so borrowed be credited to the

Dear Sir:
Last Friday night, July 19, 1957, approximately 2.6 inches of rain fell
throughtotittttecity within a short period. This was the last of a series of
heavy rains which have been occurring at frequent intervals throught the
latter part of June and the early part of July, the cumulative effect of
which caused an extensive amount of damage to the city streets, sidewalks,
curbing, and sewers; and also deposited a large amount of debris in our
city streets and sewers. These earlier storms caused a weakening in the
surfaces of the streets and sewers and the latter severe storm brought out
the damage at these weakened points. We shall not be able to correct these
damages and clean up the debris with the funds normally appropriated for
street repair and cleaning purposes for the year.
The various divisions of this bureau have made up estimates based on
the amount of damage which we have been able to observe, up to this time,
and based upon past experience with storms of this type. That estimate is
attached hereto and includes a list of the various types of damage and the
locations at which they occurred. It should be noted that this list is not
complete, as there are many types of damage which cannot be discovered until
some time has elapsed after the occurrance of a storm.
It should be noted that the total amount of this estimate is closely
related to the amounts authorized by the City Council for previous estimates
for damages caused by similar conditions.
