1. The building for 'which the Authority would reduce the amount
of parking provided below that required by the Building Zone
Ordinance is the so-called Hi-rise Building to be constructed
at the southwest corner of Arch and L'Orient Streets. This
building is to contain 176 dwelling units, 56 of which will
be two-bedroom, 101 one-bedroom and 19 efficiency or zero-
bedroom units. It is the Authority's stated intent that,
insofar as possible, the units in this building will be
occupied by elderly persons of low income . It is the Authority's
belief that most of these couples and individuals will not
own automobiles and that, therefore, a parking space need not
be provided for every dwelling unit.
2. Because of the steep topography of the site, the provision
of enough reasonably level land for both parking and outdoor
recreation is extremely difficult and costly. By reducing
the number of parking spaces provided for the Hi-rise Building
from 176 to 116, the land area which may be used for recrea-
tion and sitting areas adjacent to this building can be in-
creased by over 200 percent.
3. Public housing projects must necessarily be built at the
lowest possible cost commensurate with the achievement of a
sound facility meeting all necessary regulations. The neces-
sarily low budget for this project allows nothing for the
provision of facilities which cannot be shown to meet a
specific need. The Authority feels that it would not be in
the public interest to spend money for parking spaces for
which no need can be shown.
4. Although it is physically possible to provide the required
number of parking spaces, doing so would require the construc-
tion of an extensive retaining wall to contain adjacent slope
areas. Considering the doubtful need for all the parking
spaces required, the construction of such a wall would be a
hardship on the Authority and would constitute a doubtful
expenditure of public funds.
In view of the unique circumstances in this case, as outlined above,
it is respectfully requested that a waiver to the Building Zone Ordinance
be granted as outlined herein.

Gentlemen:
Under the provisions of Section 20, paragraph ''t of the Building
Zone Ordinance, the 11-;using and Redevelopment Authority hereby requests
that it be relieved of certain requirements of Section 8, paragraph 1,
subparagraph (3) of said ordinance as they relate to the property and
use hereinafter described and shown on plans attached hereto. The
property involved is that which it is planned will be developed for the
Mount Airy Housing Project. It is generally bounded by Jackson Street,
Pennsylvania Avenue, L'Orient Street and Valley Street. The legal des-
cription of this property is attached hereto as 'Exhibit A". At present
this land is largely vacant and, before construction begins on the
proposed housing project, any structures remaining will be removed from
the site with the exception of those houses noted on the attached site
plan map, Exhibit B.
Section 8, paragraph 1, subparagraph (3) of the Building Zone
Ordinance would require that 458 ,off-street parking spaces be provided
in connection with the dwelling units in this project(an additional 34
spaces will be provided in connection with the Community Building) . The
Authority believes that 398 parking spaces should be adequate to serve
these units and respectfully requests permission to provide only this
number for them. The Authority does, however, recognize its responsi-
bility for providing sufficient parking space. If the need for more
space is demonstrated by experience with the project, it is prepared to
construct sufficient spaces to meet all code requirements. The plan
shown on Exhibit B (two copies of which are attached) indicates the
location and extent of parking which it is proposed will be provided for
the project. An alternate plan, drawn in red on Exhibit B, indicates
the method by which the Authority could, if necessary, expand the amount
of parking provided to meet code requirements.

Dear Sir:
This is in the matter of the application of the Housing and Redevelopment
Authority of the City of St. Paul to install and operate private parking
lots in connection with the proposed Mt . Airy public housing project. This
facility is located in an area bounded by Jackson, Valley, L'Orient and
Pennsylvania Avenues. The legal description for the property under con-
sideration is quite lengthy and is contained in the attached application.
The specific location of each of the parking lots involved is recorded
on the site plan which is a part of this file.
The zoning is presently "light industry." The area is to be partially
cleared and developed in multi-family residential structures as a public
housing project accommodating approximately 458 units. The site plan pro-
vides for 24 parking areas varying in capacity from 4 cars to 67 cars to
produce a total of 298 car spaces to serve this site. There is also pend-
ing before the Council an appeal to temporarily relax the strict appli-
cation of the off-street parking requirements of the coning Ordinance.
This appeal is treated in a separate report of the Zoning Board which
accompanies this letter.
The plans for the parking areas involved have been approved by the various
City agencies. Because of the rough nature of the terrain and the peculiar
characteristics of the street system, certain relationships are established
which deviate from standard construction. These have been approved, with
certain reservations, by the City Engineer and the City Traffic Engineer.
The City Traffic Engineer's letter of June 18, 1957 setting forth his review
of the matter accompanies this report.
Field investigation discloses no objection to this proposal . The Zoning
Board recommends this permit be granted subject to a favorable action on the
part of the Council relative to the pending appeal concerning the total
number of off-street parking spaces to be constructed at this time.

Your letter of June 14, 1957 reports that further analy-
sis of certain parking areas in the Mt. Airy Housing Project
indicates that the lot types to which I objected in my let-
ter to Mr. Loeks on May 6, 1957 have been minimized as much as
possible. Your letter also discusses various factors pertain-
ing to the design and use of the Tots, apartments, and grounds,
including the fact that the objectionable layouts involve only
one 2 car lot, two 3 car lots, and three 4 car lots. These
lots are shown on the plans referred to in my letter of May
6th to Mr. Looks.
The layout of these 20.car spaces is not of a. type which
we an endorse or approve as a general standard. However, the
io,eation and size of these particular six small lots is such
that we would consi+der the degree of hazard' to be minor.
