PAUL 2 MINNESOTA July 17, 1957 TO THE MAYOR AND MEMBERS OF THE CITY COUNCIL: Gentlemen: Our Civil Service law provides for a hearing in the case of employees recommended for discharge. Charges have been preferred against one of our city employees and it will be necessary to hold a hearing. The law provides that the members who make up this Board of Review shall consist of the President of the Saint Paul Association of Commerce, the President of the St. Paul Trades and Labor Assembly, and one person to be selected by the Council of the City of St. Paul. The last person to serve as a representative of the Council was Mr. Lyle E. Kinvig, who was appointed on October 18, 1956. The law provides that such appointee of the Council shall serve for one year, which means that Mr. Kinvig's term would not expire until October 18, 1957. Charges have been preferred against one of the city employees, and a hearing is to be held. We accordingly notified Mr. Kinvig of such hearing. We have now received a copy of a letter addressed to Mayor Dillon in which Mr. Kinvig indicates that he wishes to resign as a member of the Board of Review. If the Council accepts Mr. Kinvig's resignation, it will be necessary for the Council to make another appointment at this time. We have prepared a resolution for the convenience of the Council.
