RESOLUTION OF THE CITY COiJNCIL
OF THE CITY OF SAPi �T PAUL,IVIII�T�TESOTA
AUTHORIZIZING SUBNfITTIVi G THE SOLAR A.�VIERICA CITIES GRA.\'T APPLICATION
WE�EREAS, the City of Saint Paul (the "City") is committed to opportunities to make Saint Paul one of the
most sustainable cities in the United States; and
WHEREAS, Congress passed and President Barack Obama signed the American Recovery and
Reinvestment Act (ARRA) of 2009; and
WHEREAS, on May 27, 2009, President Obama announced an addirional $10 million in funding through
the American Recovery and Reinvestment Act for Special Projects in the 25 Solar America Ciries Grant program;
and
� WHEREAS, in April of 2008 the City of Saint Paul with the City of Minneapolis received a two yeaz grant in the
amount of $200,00� from the U.S. Department of Enexgy to administei a Solaz America Cities Cnant and examine the barriers tc�
widespread solarenergy adoprion;and
WHEREAS, the Ciry of Saint Paul is eligible to apply to the U.S. Department of Energy for additional funds for the
Solaz America Cities program (DE-FOA-0000078) due July 30,2009; and
WHEREAS, the City of Saint Paul is interested in partnering with the City of Minneapolis, State of Minnesota's Office
Energy Security, District Energy Saint Paul, NRG Thermal, Xcel Energy, Hennepin County and other organizations to submit a
grant to investigate and test the viability of integating solaz photovoltaic and solar thermal technologies with district energy
systems; and
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Saint Paul authorizes that,
Mayor Chris Coleman, as Chief Execurive Officer of the City of Saint Paul, is herby authorized and directed to
submit the 2009 Solaz America Ciries application to the U.S. Department of Energy; and be it
FURTHER RESOLVED, that the Mayor or his designated representative, submit to the U.S. Department of
Energy any assurances, certifications, technical changes or addirional information that may be required by said
Department; and be it
FURTHER RESOLVED, that upon notification of approval of the City of Saint PauPs 2009 Energy
Efficiency and Conservation Block Crrant program be award by the U.S. Department of Energy, the Council does
hereby authorize the proper City officials to execute the grant agreements and contracts between the U.S.
Deparhnent of Energy and the City of Saint Paul.
