The Commissioner of Public Works, having had under consideration the prelimin-
ary order of the Council, known as Council File No. 182188 approved
April 3, 19„ 7 , relative to the construction of a sewer in the
north side of Annapolis Strelet from Stickney Street to 300 feet west of Stickney
Street,

and having investigated the mtters and things referred to therein, hereby reports:
1. Said improvement is necessary and (or) desirable.
2. The estimated cost threof is $ 3,290.10 , and the total cost thereof

Gentlemen:
As requested, I ha,e examined the attached petition of remonstrance
filed in regard to the final order for constructing a sewer in the
north side of Anna.olis Street from Stickney Street to 300 feet
west of Stickney S eet, and report as follows:
Seven parcels - petition signed by three owners, or 12.86%
Total frontage, 320 feet -- signed for, 120 feet, or 37.50%
As to percentage of owners' signatures, the charter requires 60%;
and as to frontage, the charter requires that 50% be signed for;
thus the said petition is insufficient.

PETITION IN REMONSTRANCE
The undersigned own rs respectively of Lots 18, 19, and 20, Block 32,
West St. Paul Real Estate and Improvement Syndicate Addition No. 2, hereby
petition the City Council in remonstrance against Preliminary Order #182188,
File #13769. Petitioner as separate owners of the above lots object to the
installation of sewer as requested in said petition.
Objection is made oil the basis that sewer is now installed on the south
side of Annapolis Street at Simon Avenue and that said sewer would serve the
premises of petitioners if arrangements were made with the City of South St. Paul
for petitioner's use. Objection is further made on the ground that Annapolis
Street is an important street linking Highways 49, 218 and 56, and is desig-
nated for County State Aid by both Ramsey and Dakota Counties; that in the
improvement of Annapolis Street under said County State Aid Programs, Annapolis
Street will be fully opened and sewer will be installed to serve many portions
of said Annapolis Street which are not presently served by any sewer and said
installation would render the sewer request by the above described petition
inadequate and unnecessary.
