Proper[y owners or renters create a health hazard at vazious times tluoughout the City of Saint Paul when their property is not kept up.
The City is required by Ciry code to clean up the property and chazge the property owner for the clean up.

Mr. Essling stated that this was a category 2 vacant building and had been vacant since April 12,
2008. Orders were issued on December 31, 2008 to secure a gazage vehicle door with a compliance
date of January 7, 2009. The property was re-inspected on January 8 and was not in compliance. A
work order was sent to the boarding contractor who did the work on January 9, 2009 for a total
assessment of $95. The orders were mailed to Wells Fazgo Bank.
David Busch, DRB #24 LLC, stated that he was the property owner and purchased the property in
February 2009. He said when the title company did a seazch of pending assessments against the
property, this assessment did not show up in any public search records. He said Wells Pargo likely
did receive the notice and did not disclose it at the time of closing; however, his title insurance
company indicated that they would not reimburse him for the cost of the assessment. He said he did
not believe he should be responsible for the assessment since the ritle company was unable to find it
when they did the title search.
Ms. Moermond stated that she believed this information was listed on the City's website under the
Department of Safety and Inspections. She said that since Wells Fargo likely did receive the notice
of the bouding and the City did the wark, the assessment went with the property. She said she
would look further into the matter after the hearing.
Ms. Moermond confirmed that the boarding was listed on the City's website under Safety and
Inspection Property Look up by Address property information. Therefore, she recommended
approving the assessment.
