That Department of Safety and Inspections as posted a placard on the Subject Property which declares it to be a nuisance c dition subject to demolition. 7. That this building has been routinely monitored Deparhnent of Safety and Inspections, Vacant/Nuisance Buildings. 8. In the event the b' ding is to be demolished and removed by the City of Saint Paul, all personal property o ixtures of any kind which interfere with the demolition and removal shall be removed fro he property by the responsible parties by the end of this time period. According to our files, it has been a vacant building since November 16, 2007. The current property owner is Deutsche Bank Nat Trust Co TruJCo Litton Loan Servicing Lp, per tIMANDA and Ramsey County property records. The city has had to board this building to secure it from trespass. There has been one (1) Si.)MMARY ABATEMENT NOTICE since 2007. There has been one (1) WORK ORDER(S) issued. On February 11, 2009, an inspection of the building was conducted, a list of deficiencies which constitute a nuisance condition was developed and photographs were taken. Where wall and ceiling covering is removed install full-thiclrness or code-specified insulation. 29. Prepare and paint interior and exterior as necessary. Any framing members that do not meet code (where wall and ceiling covering is removed, members that are over-spanned, over-spaced, not being carried properly, door and window openings that are not headered, etc.) are to be reconstructed as per code. 31. Repair or replace all broken, missing or loose light fixtures, switches & outlets, covers and plates. Check all outlets for proper polarity and verify ground on 3-prong outlets. Remove any 3-wire ungrounded outlets and replace with 2-wire or gound 3-wire to code. Throughout building, install outlets and light fixtures as specified in Bulletin 80-1. Install hazd-wired, battery backup smoke detector as specified in Bulletin 80-1 and other smoke detectors as required by the IRC. Also, Install carbon monoxide detector(s) within 10 feet of all bedrooms. Remove and/or rewire all illegal, improper or hazardous wiring in basement/ garage. Duplex: Check Building write-up for fire resistance requirements if both panels aze in the common area in a basement or move 2 °d unit electrical panel board to the second unit. All added receptacles must be grounded, tamper-resistant and be on an Arc-Fault Circuit Interrupter protected circuit. All electrical work must be done by a Minnesota- licensed electrical contractor under an electrical permit. Any open walls or walls that are opened as part of this project must be wired to the standards of the 2008 NEC. Attic 23. The main plumbing vent — repair main plumbing vent and run full size out roof to minimum 12" above roof with proper flashing. Exterior 24. The lawn hydrant(s) are broken and parts are missing also, requires backflow assembly or device. 25. The plumbing vents have incorrect sizing and broken piping and no flashing. Ordering the owner to remove or repair the building(s) at 801 Livin�ston Avenue within fifteen (15) days from adoption of resolution. David Krco, attorney with Beisel & Dunlevy, appeared on behalf of his client, Deutsche Bank Nat Trust c/o Litton L,oan Servicing LP. Laurie Macko, realtor with Keller Williams, also appeared. Ms. Moermond asked for a report from Mr. Magner. Mr. Magner stated the building was a two- story, wood frame, single-family dwelling with a wood frame shed on a lot of 8,276 squaze feet and had been vacant since November 16, 2007. A code compliance inspection had been done on January 7, 2009, the vacant building registration fees in the amount of $1,000 went to assessment on December 19, 2008, and the $5,000 performance bond had not been posted. On February 11, 2009, an inspection of the building was done and a list of deficiencies which constitute a nuisance condition was developed. An order to abate a nuisance building was posted on March 16, 2009 with a compliance date of April 15, 2009. To date, the property remained in a condirion which comprised a nuisance as defined by the Legislative Code. Ramsey County Tascation estimated the market value ofthe land to be approximately $53,600 and the building to be $123,600. Real estate taYes were current. Code Enforcement esrimates the cost to repair the building to be approximately $60,000 to $70,000. The cost for demolition was esrimated to be approximately $9,000 to $10,000. There had also been one suuunary abatement order issued to this property since 2007, one of which went to work order: to secure the building and the City had to board the building to secure it from trespass. Code Enforcement recommends the building be repaired or removed within 15 days. Mr. Magner presented photographs of the property. Ms. Moermond asked for a report from Ms. Spong. Ms. Spong stated that this building was built in 1890 and was a Queen Anne style building. She said the building had been inventoried and she needed to request the inventory form from Ramsey County. The building was located on a corner lot, it had a corner tower with a`�vitches hat," had original barge board exterior siding, and the doors and windows also had original detailing. She noted that the porch had been altered; however, she believed the property was an historic resource and requested it be forwarded to the FIPC for review and recommendation. Ms. Moermond asked whether this was a duplex given the exterior staircase. Mr. Magner noted that the property was zoned R4 and Ramsey County had it listed as a single-family dwelling. Mr. Krco stated that the building was a very lazge structure, he had been through it recently, and it was difficult to tell whether it had been a duplex at one time as everything had been stripped out of the house. He said he had been in contact with Historic St. Paul and NeDA who both expressed interest in the property. Ms. Macko stated that she had obtained two bids to rehab the building, one for $97,000 and the other for $112,000. S1TE DESCRIPTION: The house at 80] Livingston Avenue was constructed in 1890. The building permit index card and 1903 Sanborn Map show the address as 793 and 795 Livingston as well. This Queen Anne style house is two-and-one-half stories with and intersecting hip and gable roof. The inventory form describes the building as having "complex massing with polygonal tower above a two story bay window with stained glass transom windows on the southwest corner of the house. Decorauve brackets visible at enclosed front porch. Projecting gable end over bay window on north fapade. Additional stained glass and original sash. The front porch has been enlazged. Some windows have been replaced. Additions have been added and the clapboazd has been covered by asphalt shingle siding. This house is prominently sited on the southeast comer of Livingston and Belvedere Avenues. B. PROPOSED CHANGES: During the Legislative Hearing on June 23, the Legislative hearing officer recommended the HPC consider this property for review as a historic resource. A historic resource is defined as"A properry that is believed to have historical, cultural, architectural, archaeological or engineering significance and to meet at least one of the criteria for designation as a heritage preservation site or district as provided in this chapter." C. GUIDELINE CITATIONS: Sec. 73.05. Designatiun uf heritage preservation sites. (a) Criteria. In considering the designation of any area, place, building, structure or similar object in the City of Saint Paul as a heritage preservation site; the commission shall apply the following criteria with respect to such designation: (1) Its chazacter, interest or value as part of the development, heritage or cultural characteristics of the City of Saint Paul, State of Minnesota, or the United States. (2) Its locarion as a site of a significant historic event. (3) Its identification with a person or persons who significantly contributed to the culture and deveIopment of the City of Saint Paul. (4) Its embod'ament of distinguishing characterisdcs of an architectural or engineering type or specimen. (5) Its identification as the woxk of an architect, engineer, or master builder whose individual work has influenced the development of the City of Saint Paul. {6) Its embodiment of elements of architectural or engineering design, detail, materials or craftsmanship which represent a significant architectural or engineering innovation. (7) Its unique location or singular physical characteristic representing an established and familiar visual feature of a neighborhood, community or the City of Saint Paul. ��� U � Agenda Item VII.A. RA-SPC-4334 D. FINDINGS 1. The property was surveyed and identified during the 1983 Historic 5ites Survey of Ramsey County (RA-SPC-4334). The survey iden6fied 59 sites in District 3 as eligible fox designation or as sites of major significance. Properties like 801 Livingston are integral to the historic context of the neighborhoods. No images were found in a search of the MN Visual Resource database. 2. A more intensive level survey would be required to determine if the building would be individually eligible for local designation or be eligible for the National Register. 3. It is always better to retain historic fabric type buildings than it is to demolish and create a hole in the neighboxhood. This particular block face has a variety of housing styles and setbacks. There is contemporary infill housing constructed on the lot just south of the residence. The house is a mostly intact example of 1890s frame Queen Anne residential construction on the Westside. 4. The integrity, or authen6city as evidenced by a site's location, design, setting, workmanship or association, is good because the alterations that have occurred, such as asphalt shingle siding over clapboard, some non-original windows, storm windows and doozs aze easily reversible. The non-historic additions could be removed or altered to have a lesser impact on the properry, There are still design features intact on this property like the bazgeboazds in the gables and some stained glass. The site's location and setting would be considered to have fair integrity. E. STAFF RECOMMENDATION: Based on the findings, staff recommends that a qualified historian be hired to evaluate both National Register and local eligihility. Staff xecommends that demolition be delayed for this site in order for alternatives to demolition to be explored, such as mothballing or rehabilitation.
