Agent be, and he is hereby authorized to purchase, with the consent of the
Comptroller, for Department of Libraries, from time to time as required, for
the period of one year, such Periodicals as may be necessary to meet the Library's
needs, without advertisement or competitive bids as these magazines will be
purchased from only sources of supply and no advantage could be gained thereby.
