The House of Hope Church is contemplating a sub-
stantial addition to its existing building at Summit
and Avon Streets, and the plans have been reviewed
in general by the architectts representative with
your office.
May we ask that you submit to the City Council our
request that a building line of 5t 6" be established on
the south side of Portland Avenue, Lots 5, 6, 7 and
8 between Grotto and Avon, Block 4, Bryant subdivision?
These lots are now the property of the House of Hope
Church.
Your presentation of this request to the Council will
be appreciated.

Dear Sir:
This is in the matter of the appeal of the House of Hope Presbyterian Church
to establish a new building line on the south side of Portland between Avon
and Grotto. The property under consideration is describe;: as the W. 50 ft.
of Lot 3, all of Lots 4,5,6,17,8 & 9, Block 4, Bryant's Sub-division of Palace
Addition. The applicant owns seven lots with a frontage of 425.8 ft. on
Portland and Summit and 255.6 ft. on Avon which extends the entire distance
between Summit and Portland.
Applicant is constructing an addition extending east from the present church
between Summit and Portland. This appeal, if granted, would allow the
construction of a porte cochere, 20 ft. wide on the Portland Ave. frontage,
commencing some 139 ft. east of the east line of Avon and extending southerly
from a line 52 ft. south of the sidewalk on Portland a distance of 17 ft .
The property to the east is the rear yards of two homes fronting on Summit -
one of which belongs to applicant. Each of these homes has a garage setback
some 15 ft. from Portland. The operation and location of the proposed porte
cochere has been approved by the Traffic Engineer and will not affect property
other than that owned by the Church. It is the opinion of the Zoning Board
that the needs of the church will be best facilitated by a relaxation of the
front yard on Portland. The Board is also mindful of the general desirability
of permitting churches to expand their services to the community in a manner
consistent with the public interest. Applicant has acquired property across
Summit for off-street parking purposes in connection with church facilities.
In consideration of these factors, the Zoning Board finds the purpose and
intent of the Zoning Ordinance would be substantially achieved under these
circumstances and that therefore the establishment of a 5 ft. building line
on Portland for the east half of Lot 7 may properly be established in this
instance, all in accordance with the statements and conditions conveyed in
applicant's appeal of May 14, 1957 and development plan filed Julyj'9, 1957.
