RD OF ZONING, CITY OF SAINT PAUL 251-252-259 1315 CITY NALL AND COURT HOUSE SAINT PAUL 2,MINNESOTA August 15, 1957 Mr. Joseph Okoneski City Clerk Building Dear Sir: This is in the matter of the petition of the State Capitol Credit Union to rezone from "C" Residence to "Commercial" the property adjacent to the northeast corner of Sherburne and Park: this is described as Lot 1, Block 6, Brewster's Addition and a strip of land 20' wide lying between the south line ,of Lot 1 and the north line of Sherburne Avenue now improved. This tract has a frontage of approximately 70' on Park and 150' on Sherburne with an area of 10,500 sq. ft. At present the property is vacant. If this property is rezoned, the applicant proposes to construct a new building on the site to be occupied for their offices. Details of their operation are properly outlined in applicant's letter dated July 23, 1957 and plan attached thereto. Briefly, they propose to provide quarters for an administrative staff of 15 persons and to rent two small offices (with a total of 4 employees) to organizations concerned with state employees. There is space on the site to provide parking for approximately 9 cars which the applicants have agreed to develop. This capacity is adequate for proposed uses in as much as most of the persons visiting the site will walk. Furthermore, there is a large parking lot for state employees and visitors directly across Sherburne to the south. This petition has been certified by the Commissioner of Finance to be sufficient . The applicant's proposal has been reviewed in detail by repre- sentatives of the Veteran's Service Bureau Commission and has been approved as comporting with the future development of the Capitol area. The Board of Zoning feels that this activity is consistent with the proper development of this area. In consideration of these factors, the Zoning Board recommends that this- petition to rezone the tract under consideration for this office building be granted. Sincerely, c. Dear Honorable Mayor and Members of the City Council: The State Capitol Credit Union owns the above described property and proposes to erect a small office building on this property for the purposes of furnishing office space for State Capitol Employees' service organizations. The property is zoned Class "C" Residence, and we are petitioning to re-zone this property Commercial for the purposes stated. The building has been designed by Ellerbe and Company Architects who estimate the cost of construction of the building to be approximately $250, 000. I am attaching a copy of the architects' estimated cost, and I am also attaching a photograph of the drawing prepared by Ellerbe and Company in order to give you some idea of the character of the building to be erected. The outside dimensions of the building meas- ure 57'x801 . It is to be situated on a lot, the dimensions of which are 70'x150'. We are attaching to this letter a copy of the site plan prepared by the architects. This plan includes a parking area located at the east end of the building sufficient to accommodate nine automobiles. Access to this parking area is also at the east end of the building from Sherburne Avenue. In addition to this parking area, there is located across Sherburne Avenue a large parking area established by the State of Minnesota. The lot is used to capacity only during a four month period every other year when the State Legislature is in session. At the present time, many of the people in the vicinity of Rice and University are using this parking area for private parking. The building will be used as the office of the State Capitol Credit Union. It will also contain the executive offices of the various A. F. of L. unions which represent the organized state employees. Another tenant will be State Employees, Inc. , which is a social organization of state employees.
