RESOLVED, That the Commissioner of Public Works be and he is herein
authorized and instructed to proceed with city forces in the grading,
improvement and surfacing of Emerald Street between Franklin Avenue and
the north line of Wabash Avenue as extended westerly to Emerald Street
in the City of St. Paul, said work to be contingent upon the execution
of an agreement between the City of St. Paul and the benefited property
owner or owners to pay to the City of St. Paul 70% of the cost of such
work. The City share, based upon 30% of the estimated cost, to be
approximately $2,000.00, said cost on the part of the City to be defrayed
from Fund Code 31-El. Council File No. 184151—By Frank D.
