WHEREAS, the City Architect has requested the City
Council to hold a public hearing to consider any complaints
about the expense incurred by the City of Saint Paul in
removing a dangerous structure at 854 Payne Avenue, more
particularly described as Lot 26, Chas. Weide's Subdivision
of Block 37 of Arlington Hills Addition to St. Paul, and
WHEREAS, it appears that the last known record owners
of the property are Clara Ruza, 824 Ottowa, St. Paul 7,
Leo Riemer, 854 Payne Avenue, St. Paul 1, Samuel Taruscio, Jr. ,
1213 Beech Street, St. Paul 6, and copies of proceedings herein
having been sent to Joseph Supornick, Attorney, Guardian
Building, and to Carl A. Swensen, Attorney, 1100 Pioneer
Building, Saint Paul 1, Minnesota, therefore be it
RESOLVED, that the Council of the City of Saint Paul
hold a public hearing in the Council Chamber at ten otclock
A. M. on the 30th day of August 1957, to consider any
complaints about the expense incurred by the City of Saint
Paul and to confirm the amount thereof; be it
FURTHER RESOLVED, that the City Architect notify by
mail the record owners of the property in question at the
last known address.

Dear Council Members :
A statement of expense has been filed with the City Clerk on
this date for the purpose of creating a lien on the property
at 854 Payne Avenue , on Lot 26, Chas. Weide ' s Subdivision of
Block 37 of Arlington Hills Addition to St. Paul. In this
matter, the following resolutions were adopted by the Coun-
cil.
C. F . 180811 , adopted by the Council December 19 , 1956 (pub-
lished December 22, 1956) set a public hearing at 10 A. M. on
January 15, 1957 in the Council Chambers .
C. F. 181217 , adopted by the Council January 25, 1957 (pub-
lished February 2, 1957) ordered the wrecking by and at the
separate cost and expense of the owner, occupant, or other
person in control thereof.
C. F. 181628, adopted by the Council February 26, 1957 (pub-
lished March 2, 1957) directed the Commissioner of Parks ,
Playgrounds And Public Buildings to enter the premises and
wreck and remove the combination store and apartment building
thereon, and to do any and all things therein necessary for
the protection of life , limb , and adjoining property.
C. F. 182316, adopted by the Council April 11 , 1957 (publish-
ed April 13, 1957) approved the specifications prepared by
the City Architect for the wrecking of this building and au-
thorized the purchasing agent to advertise for bids .
C. F. 182698, adopted by the Council May 4 , 1957 (published
May 11 , 1957) approved the award of the contract for wrecking
to Guy Patsy & Sons , Inc. , for the sum of $490.00 in accord-
ance with the specifications and Formal Bid No. 6340.

C. F. 183290, adopted by the Council June 11 , 1957 (publish-
ed June 15 , 1957) provided that the wrecking expense of
$490.00 and the expenses of the Department of Parks , Play-
grounds And Public Buildings in connection with the condemna-
tion in the amount of $57.41 , making a total of $547.41 be
paid out of Wrecking Condemned Buildings of the General
Fund , 31 G 23, and, in the event said sum proves collectible
from the owner, same is tole credited to 31 G 23.
This combination store and apartment building has been
satisfactorily wrecked and a registered bill mailed to the
owners.
We are requesting that you hold a public hearing with ten
days notice to consider any complaints about the expenses
incurred and to confirm the amount.
The Council resolution confirming the expenses should end
with a directive to the City Clerk to file a statement of
expense for the purpose of securing a lien on the property.

Please file a statement of expense in the office of the Reg-
ister of Deeds for the purpose of creating a lien on the prop-
erty known as 854 Payne Avenue , on Lot 26 , Chas. Weide 's Sub-
division of Block 37 of Arlington Hills Addition to St. Paul.
The property was listed in the name of Clara Ruza , 824 Ottowa
Avenue , St. Paul 7 , Leo Riemer, 854 Payne Avenue , St. Paul 1 ,
Samuel Taruscio, Jr. , 1213 Beech St. , St. Paul 6 and copies of
condemnation proceedings were mailed to Jos. Supornick, Atty. ,
Guardian Building , St. Paul 1 , and Carl A. Swenson, Atty. ,
1100 Pioneer Building , St. Paul 1.
The expense was incurred in the wrecking and removal of the
dangerous combination store and two apartment building . Fol-
lowing is an itemized statement of expenses as per Registered
Bill No. 4-1564, dated June 25, 1957 , copy attached.
