OFFICE OF THE CITY CLERK COUNCIL RESOLUTION-GENERAL FORM PRESENTED BY COMMISSIONER DATE k t a NOW THEREFORE BE IT RESOLVED by the City Council of Rain t Paul that the pro- , posed Urban Renewal Area described above is a slum, blighed, deteriorated or deteriorating area appropriate for an urban renewal project and that the undertak- ing by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, of surveys and plans for an urban renewal project of the character contemplated by Section 110 (c) of the Housing Act of 1949, as amended and supplemented, in the pro- posed Urban Renewal Area described above, is hereby approved: That the financial assistance provided under said Title I to assist urban re- newal projects is needed and that the Housing and Home Finance Administrator is hereby requested to reserve for an urban renewal project in the proposed Urban Re- newal Area described above Federal capital grant funds in an amount sufficient to enable the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, to finance the undertaking of the Project, That it is cognizant of the conditions that are imposed in the undertaking and carrying out of urban renewal projects with Federal financial assistance under Title I, including the requirements of said Title I respecting the workable program mentioned above, and that it is the sense of this body (a) that a feasible method for the relocation of families displaced from the urban renewal area, in conformity S ,+ ' with said Title I, can be prepared, and (b) that local grants-in-aid, consisting of donations of cash, land, demolition or removal work, and the installation, construc- tion or reconstruction of streets, utilities, parks, playgrounds or other improve- ments or the provision of other public buildings or facilities, necessary for carry- ing out in the Urban Renewal Area the urban renewal objectives of said Title I in accordance with the urban renewal plan, can and will be provided in an amount which will not be less than one-third of the net project cost and which, together with the Federal capital grant, will be generally equal to the difference between gross pro- ject costs and the proceeds or value of project land sold, leased or retained for use in accordance with the urban renewal plan; That the filing of an application by Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, for an Advance of funds from the United States of America to enable it to defray the cost of the surveys and plans for an urban re- newal project in the urban renewal area described above is hereby approved. August 5, 1957 1745 City Hell and Court House The Honorable Mayor and City Council SAINT PAUL 2 City Hall and Court House MINNESOTA Saint Paul, Minnesota Gentlemen: I am enclosing a copy of Resolution No. 57-42 adopted on June 26, 1957 by the Housing and Redevelopment Authority of the City of Saint Paul, Minnesota, authorizing the filing of an application for federal planning funds in the amount of $179,260 for an urban renewal project to be known as the Riverview Urban Renewal Project. This application was reviewed by the City Planning Board and received their formal approval on August 2, 1957. A copy of the resolution of the City Planning Board is also attached. In accordance with the regulations and procedures of the Federal Housing and Home Finance Agency, which administers the Federal Urban Re- newal Program, an application for planning advance funds for an urban renewal project must be authorized by a resolution of the governing body of the city in which the project is to be planned. At the request of the Housing Authority Commissioners, therefore, I am hereby respectfully re- ferring the matter of this application for planning funds to the Mayor and City Council for appropriate action. A full copy of the proposed application to the Federal Government is attached to this letter. Further copies are available for Council con- sideration in our office. Under letter of July 1, 1957, explanatory ma- terial concerning the proposed urban renewal project was sent to each mem- ber of the City Council.
