An ordinance amending Ordinance No. 7607, entitled:
"An ordinance fixing the duties and responsi-
bilities and the minimum qualifications for the various
classes of positions in the Classified Service of the City, "
approved February 13, 1935, as amended. This is an emergency
ordinance rendered necessary for the preservation of the public peace,
health and safety.
THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1, That Ordinance No. 7607, approved February 13,
1935, as amended, be and the same is hereby further amended by
inserting in its proper alphabetical order the following title and specification
for
Assistant Chief Engineer.

Section 2. This ordinance is hereby declared to be an emergency
ordinance rendered necessary for the preservation of the public peace,

Duties and responsibilities:
Under administrative direction, to assist the Chief Engineer in the plan-
ning, organizing, general supervision of construction, and administra-
tion of the public works program, to assist in directing and coordinating
the activities of the staff, to assist in carrying out and controlling budg-
etary, personnel, public relations and related administrative policy, to
assist in providing direction and unity to the department's program and
to the staff engaged in carrying it out; and to perform related work as
assigned.
Examples of work performed:
To assist in coordinating and supervising all work in connection with the
preparation of designs, detailed plans, specifications and estimates of
costs of all engineering work in connection with the grading, paving,
construction and repair of sewers, streets, highways, alleys, lands,
boulevards, parkways, sidewalks, bridges and other public works
projects.
To supervise the procedure and flow of work in the engineering office.
To review correspondence, contracts, plans, estimates, specifications
and other documents for the purpose of coordination and control of
work and for compliance with regulations and policies.
To assist in the general supervision of all construction projects.
To have direct charge of construction projects when so assigned.
To assist in planning and laying out major highways and to work out ar-
rangements with the State Highway Department when such projects
are in connection with, state trunk highway projects.
To assist in making arrangements with railways with regard to grade
separations, grade crossings, leases for use of railway property, etc.
To review and to revise specifications for engineering projects.
To direct investigations for engineering improvements and to make reports
and recommendations.
To prepare ordinances for the Department of Public Works, subject to
the approval of the City Attorney.
To be responsible for the preparation of reports and statistical data.
To prepare routine and technical correspondence.
To act as administrative head in the absence of the Chief Engineer.
Minimum qualifications:
College graduation in engineering and ten years' professional engineering
experience, at least two years of which shall have been in positions
the level of duties and responsibilities of which are comparable to
that of Streets and Highways Engineer. Must be a registered pro-
fesaional engineer in the State of. Minnesota. (No substitution for
education. )
