SAINT PAUL, MINNESOTA
�
WHEREAS, Council File No. 94-1768 and Council File No. 02-77 established Residential Permit
Parking Area 11 on behalf of the residents residing in the Dale Street and Lafond Avenue area in
accordance with Chapter 168 of the Saint Paul Legislative Code; and
WHEREAS, the Council of the City of Saint Paul previously found that the afarementioned
residential area did not have sufficient off-street parking to safely accommodate the residential
parking needs of the residents as well as the parking needs of non-residents who use non-residential
facilities in the area which lack sufficient off-street parking; and
WHEREAS, the area residents and District 7 Planning Council support eliminating Area 11 permit
parking restrictions; and
WHEREAS, Public Works staff has investigated the basis for the request to eliminate Residential
Permit Parking Area 11, and concluded and recommended adoption of the requested changes;
NOW, THEREFORE, BE IT RESOLVED, that the following parking regulations shall be removed
in the residential area near the intersection of Dale Street and Lafond Avenue as follows:
1. Remove parking regulation signs reading "Except by Permit or unless otherwise posted, No
Parking 3:00 pm. — 6:00 pm. Friday — Monday, Area 11" from the following street:
• Both sides of Lafond Avenue from Kent Street to Dale Street.
2. Remove parking regulation signs reading "Except by Permit or unless otherwise posted, No
Parking 6:00 am. — Midnight, Area 11" from the following street:
• West side of Dale Street from Lafond Avenue to Blair Avenue.
3. Remove parking regulation signs reading "Except by Permit or unless otherwise posted, No
Parking, Area 11" from the following street:
• North side of Lafond Avenue from St. Albans Street to 120 feet west of Dale Street.
• South side of Lafond Avenue from St. Albans Street to 180 feet west of Dale Street.

42 BE IT FiJRTHER RESOLVED that these parking regulations shall be removed upon adoption and
43 approval of this resolution, or as soon thereafter as the sigis are removed.

The Hmong Funeral Home that was mainly responsible for the crea6on of Residenrial Pemut Parking Area 11 is no longer in the azea.
The District 7 Planning Council held a public heazing on Tuesday Mazch 24, 2009 and approved the recommenndation to eliminate
Area 11 pemut pazking restrictions.

Residents in this azea and their visitors will be able to park in front of or neaz their residences without having to purchase a permit.
Disadva'kages If Approved: .
Non-residents who use non-residential facilities in the azea may start pazldng in the azea, especially depending on what development
takes place at khe former Hmong Funeral Home site.
