Tauer be permitted to enlarge an existing parking lot at 1321-1331 Arcade Street , on premises described as South one-half of Lot 2 and all of Lots 3 to 6 inclusive , Evanston Addition, so as to provide 24 additional parking spaces , in connection with the operation of a drive-in refreshment stand at said location, in accordance with applicant' s plans approved March 10, 1958, subject to compliance with the provisions of all ordinances governing the operation of parking lots , and subject to the further conditions , as follows : 1. That the driveways on Ivy Avenue be closed and dis- continued: 2. That there shall be no access to the alley on the west or to Ivy Street : 3. WE, THE UNDERSIGNED TAXPAYERS, RESPECTFULLY REQUEST THE DENIAL OF THIS APPLICATION FOR THE FOLLOWING REASONS: 1. The excessive speed of some of the patrons of this drive-in has created a real hazard - not only to other drivers but to pedestrians and certainly to children in this area. 2. Tauer for permit to enlarge an existing parking lot at 1321-1331 Arcade St. by adding 24 parking spaces, in connection with the operation of a drive-in refreshment stand at that location, in accordance with plans approved March 10, 1958, and subject to the following conditions: that the applicant agrees to close his driveways on Ivy Ave., quit using the alley, plant trees along the alley in addition to the bumper fence at the alley, hire off-duty police officers during peak times, improve incineration, daily pick up the litter on the grounds and whatever may have been blown therefrom on to nearby property, shade the lights, and subject to the further condition that the foregoing conditions shall be set out in resolutions granting licenses for this installation. Tauer to enlarge his existing drive-in parking lot at 1321-1331 Arcade Street by adding parking space for 2L additional cars, My home is at 781 East Ivy Avenue, which is a part of the A Evanson Addition, which includes the above mentioned property. I have two lots facing Ivy (back of this drive-in) and which would have been desirable home lots. Several prospects have made inquiry regarding these lots, but they immediately lose interest when they discover the drive-in. In view of the above, I not only feel real strongly that a business of this kind depreciates the value of surrounding property, but it certainly is a hazard for both pedestrains and drivers coming in off of Arcade or going onto Arcade. My home is located on lots adjacent to the north and adjacent to Mr. Tauer's original property, and it is necessary for me to drive my car through the alley behind Mr. Tauer's property to get out on the highway. Incidentally Mr. Tauer's patrons use this same alley as an exit. I do believe some action should be taken to control the speed in the alley as a considerable number of cars drive out at excessive speed creating terrific dust clouds as well as being a traffic hazard. It would be my suggestion that signs be posted along the alley in an effort to reduce the speeds of departing patrons who leave through the alley. Tauer for a permit to enlarge and reconstruct a drive-in refreshment stand on the property Located adjacent to the northwest corner of Arcade and Ivy. This property is described as the south of Lot 2, and all of Lots 3 to 6 inclusive, Evanston Addition. This property is and has been zoned `/Commercial" since the adoption of the Zoning Ordinance in 1922. The property under consideration has a frontage of 199.5' on Arcade and extends westerly 125' to an ungraded 20' alley. A drive-in refreshment stand has been operating on the north LLO' of this property under a city council permit granted in 1950. The remainder of the property was used for a filling station for many years and more recently has been used for the sale of minnows. The applicant proposes to remove the filling station structure, increase the size of the present root beer stand and increase the off-street parking capacity from 29 to 51 cars. The adjacent land uses are as follows: east across Arcade Street are a filling station and four single family homes; south across Ivy are two single family homes facing Ivy Street; north is a single family home facing Arcade, and west across an_ alley is vacant property, diagonally across Arcade is the Farnsworth public grade school. Plans submitted by the applicant show that access to this property will be from two driveways on Arcade. Consequently there will be no access to the alley on the west or to Ivy Street. In addition, the applicant is providing a buffer area on the west and north,which will be planted with poplar trees, in order to pre- serve and protect the residential character of the property to the north and the future residential land uses to the west. The lighting of this facility in the evening will be from four lights located at the corners of the applicant' s pro- perty and shaded so that the lights will not shine beyond applicant' s property. The proposed Layout and operation has been approved by the Traffic Engineer. Field investigation discloses no basic objection. The west side of Arcade Street between Ivy and Wheelock Parkway, except for two residences, is completely de- veloped with commercial activities. The plans comply with existing standards for this type of facility.
