WHEREAS, the City Architect has requested the City
Council to hold a public hearing to consider any complaints
about the expense incurred by the City of Saint Paul in
removing a dangerous structure at 121 Minnetonka Street,
more particularly described as North 36 feet of South 72 feet
of Lot 6, Block 9, Town of Brooklynd, and
WHEREAS, it appears thatthe last known record owners
of the property are LeRoy Belden, 121 Minnetonka Street,
Saint Petal 1 Minnesota, Abraham E. Fremland, 331 Kentucky
Street, Saint Paul 1 Minnesota , and A. H. Fremland, 428 S .
Mississippi River Boulevard, Saint Paul 5 Minnesota, copies
of proceedings herein having been sent to Allen Gray, Attorney
at Law, Pioneer Building, Saint Paul 1 , Joseph J. Dudley,
Attorney at Law, E. First National Bank Building, Saint Paul
1 Minnesota , and Sheridan J. Buckley, Attorney at Law, E.
First National Bank Building, Saint Paul 1 Minnesota , therefore
be it
RESOLVED, that the City Council of the City of Saint
Paul hold a public hearing in the Council Chamber at ten
otclock A . M. on the 25th day of April 1958, to consider
any complaints about the expense incurred by the City of
Saint Paul and to confirm the amount thereof; be it
FURTHER RESOLVED, that the City Architect notify by mail
the record owners of the property in question at the last
known address , as well as all other interested persons as above
set out.

Dear Council Members:
a statement of expense has been filed with the City Clerk on
this date, for the purpose of creating a lien on the proper-
ty known as 121 Minnetonka Street, described as North 36 feet
of South 72 feet of Lot 6, Block 9, Town of Brooklynd. The
property is owned by
LeRoy Belden, 121 Minnetonka Street, St. Paul 1
Abraham E. Fremland, 331 Kentucky St. , St. Paul 1
A. H. Fremland, 428 S. Miss. River Blvd. , St. Paul 5
and copies of the correspondence were mailed to
Allen Gray, Atty. , Pioneer Building, St. Paul 1
Jos. J. Dudley, Atty. , E. 1st National Bank Bldg. ,
Sheridan J. Buckley, Atty. , E. 1st National Bank Bldg .
In this matter, the following resolutions were adopted by the
City Council.
C. F. 183976, adopted August 1, 1957 (published August 3, 1957)
set a public hearing at 10 A. M. on August 27, 1957.
C. F. 184501, adopted September 11, 1957 (published September
14, 1957) , ordered the wrecking by and at the separate cost
and expense of the owner, occupant, or other person in control
thereof .
C. F. 184818 , adopted October 9, 1957 (published October 12,
1957) , directed the Commissioner of Parks , Playgrounds And
Public Buildings to enter the premises and wreck and remove the
dwelling thereon, and do any and all things therein necessary
for the protection of life , limb, and adjoining property.

C. F. 185234 , adopted November 21 , 1957 (published November
23, 1957) , approved the specifications prepared by this of-
fice for the wrecking of this building and authorized the
Purchasing Agent to advertise for bids.
C. F. 185518 , approved by the Council December 18 , 1957 (pub-
lished December 21 , 1957), approved the award of the contract
for wrecking to All State Improving Co. for the sum of $188.00
in accordance with specifications and Formal Bid No. 6790.
C. F. 186297, adopted February 25 , 1958 (published March 1 ,
1958) , provided that the wrecking expense of $188.00 and the
expenses of the Department of Parks , Playgrounds And Public
Buildings in connection with the condemnation in the amount of
$56.24, making a total of $243.24, be paid out of Wrecking
Condemned Buildings Fund 31 G 23; and , in the event said sum
proves collectible from the owner, same is to be credited to
this fund.
The building has now been satisfactorily wrecked and a Regis-
tered Bill No. 4 1635 was mailed to the owners .
We are requesting that you hold a public hearing with ten
days notice , to consider any complaints about the expenses
incurred and to confirm the amount.
The Council resolution confirming the expenses should end with
a directive to the City Clerk to file a statement of expense
for the purpose of securing a lien on the property.
