09-703Council File # Q�(' `0� Green Sheet# 3071820 RESOLUTION SA1NT PAUL, MINNESOTA 3� Presented by 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 WHEREAS, the City of Saint Paul has been selected to participate in the Round 2 Minnesota Housing Finance Agency Home Ownership Education, Counseling, and Training Fund National Foreclosure Mitigation Counseling Program, to address the dramatic increase in the number of home foreclosures by providing comprehensive home buyer education, counseling, training and support on either a pre or post purchase basis for low and moderate income home buyers or owners; and WHEREAS, the City will receive $185,100.00 of program counseling funds; $18,510.00 program related support funds; and a$30,300.00 grant extension of remaining Round 1 counseling funds unspent as of June 30, 2009 for a total of $233,910.00 for the Foreclosure Counseling Program; now, therefore, be RESOLVED, that the Council of the City of Saint Paul does hereby accept grant funds in the amount of $203,610.00 and a$30,300.00 grant extension of remaining Round 1 counseling funds unspent as of June 30, 2009 and authorizes the proper City officials to execute a grant agreement with the Minnesota Housing Finance Agency for this funding for the purpose of mortgage foreciosure counseling; and be it FURTHER RESOLVED, that Department of Planning & Economic Development (PED) is authorized to use this funding to provide mortgage foreclosure intervention and loss mi[igation program counseling and program related support to assist owner-occupants of single family (one to four unit) properties, with mortgages in defauit or danger of default for a six month period with a possible six month grant extension; and be it FURTHER RESOLVED, that PED is further authorized to submit any updates, reports, or additional information as may be required to participate in the Minnesota Housing Finance Agency Home Ownership Education, Counseling, and Training Fund National Foreclosure Mitigation Counseling Program for Foreclosure Prevention, and be it FINALLY RESOLVED, that the Mayor, pursuant to Section 10.07.1 of the Charter of the City of Saint Paui, does certify that $233,910.00 in funds are avaiiable for appropriation in excess of those estimated in the 2009 budget, and recommends the following changes to the 2009 budget (See Attached). Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why): The ciry was selected to receive $252,450.00 from the Minnesota Housing Finance Agericy from the Round 1 NFMC Counseling Program to hire mortgage foreclosure prevention counselors and related support funds for a 10 month period expiring December 31, 2008 and then extended tha Round 1 grant agreement through June 3Q 2009. The city has now been selected to participate in Round 2 of the NFMC Counseling Program for Foreclosure prevenrion for a 6 month period expiring December 31, 2009 wi[h the potential for a 6 month grant extension. AdvanWges If Approved: The housing counselors that were hired i� June and July of 2008 in order to increase our foreclosure counseling capacity will continue to be employed in the foreclosure housing counselor positions. DisadvaMages If Approved: None Disadvantages If Not Approved: The MFP program will not have fhe staff capaciry to handle the lazge volume of requests for foreclosure counseling.
