Dear Property Representative:
Your building was inspected on April 16, 2009 for the renewal of your Fire Certificate of Occupancy. Approval
for occupancy will be granted upon compliance with the following deficiency list. The items on the list must be
conected immediately. A reinspection will be made on May 20, 2009 at 11:30 AM.
�ailure to comply may result in a criminal citation or the revocation of the Fire Certificate of Occupancy. The
Saint Paul Legislative Code requires that no building shall be occupied without a Certificate of Occupancy. The
code also provides for the assessment of additional reinspection fees.
YOU WTLL BE RESPONSIBLE FOR NOTIFYING TENANTS IF ANY OF THE FOLLOWING LIST OF
DEFICIENCIES ARE THEIR RESPONSIBILITY.

Basement - Both bedrooms - SPLC 34.13 (4) - Provide and maintain an approved escape window from
each sleeping room. The minimum size must be 5.7 square feet of glazed area with a minimum of 24
inches of openable height and 20 inches of openable width. Refer to provide handout EW-1 for more
information.
Basement - Both bedrooms - SPLC 34.13 (1) - Provide and maintain all habitable areas with a ceiling
height of 7 feet over 1/2 the floor area.-Ceiling measures 78.5 inches over 3/4 of the bedrooms, other 1/4
measures 74.25 inches
Basement - Both bedrooms - SPLC 34.13 (4) - Provide and maintain the egress window well in
accordance with the provided EW-1 attachment.
4. Exterior - SPLC 34.09 (1) b,c, 34.32 (I ) b,c - Provide and maintain all exterior walls free from holes and
deterioration. All wood exterior unprotected surfaces must be painted or protected from the elements
and maintained in a professional manner free from chipped or peeling paint.

Appeal of Peter Corniea to a Certificate of Occupancy Deficiency List for property at 342
Snellina Avenue South.
Appellant Peter Comiea (2728 Zenith Avenue N., Robbinsdale, MN 55422) appeared.
Ms. Shaff gave a staff report. She said that she had conducted an inspection far the Fire Certificate
of Occupancy and found that the openable dimensions of the double hung egress window in Room
4 were 22 inches high by 24 inches wide, and in Rooms 5 and 6 were 21 inches high by 25.5 inches
wide. She said that the ceiling height in both basement bedrooms was 78.5 inches over three
quarters of the area and about 74.25 inches over one quarter of the area.
Ms. Moermond asked whether there were photos of the basement. Mr. Corniea said that he did not
have photos.
Ms. Moerxnond confirmed with Mr. Comiea that the house was a single-family rental property.
Ms. Moermond said that she was comfortable with granting a variance for the egress window size
but that the ceiling height would be a large variance. She asked how many bedrooms there were.
Mr. Corniea said that there were six bedrooms including two in the basement.
Ms. Moermond recommended granting a 2-inch variance on the openable height of the egress
window in Room 4, and a 3-inch variance on the openable height of the egress windows in Rooms 5
and Room 6. She asked the appellant to provide photographs of the layout of the basement room
and she would make a decision after review.
After reviewing said photographs on June 1, 2009, Ms. Moermond recommended denying the
appeal on the ceiling height requirement.
