CITY OF SAINT PAUL — MINNESOTA J 4 _=0„t March 21, 1958 CLFRY\ t, 1 City Council c.5 MAR 24 ' Court louse St. Paul, Minnesota `_` OY N Gentlemen: Ct `i`f. This letter comes to you as a request for a special building permit. We would like to erect a six foot high fence around our present parking lot. This will enable us to use this property as a playground when not being used for parking. Without this fence you can realize the very dangerous possibilities of this area. A child playing here dashes after a rolling ball - no fence, he continues right on into the street. When this happens one or two hundred times a day the horrible consequences can be easily imagined. What we would like to do is put up this missing fence and stop this dashing boy. Who could judge the value of this fence if it saved just one life or prevented one child from limping the rest of its natural life? We have the resources to purchase the fence. What we need from you, I have been told, is a special permit for our six foot fence. The property in question is listed as a parking lot in the Court House records. It is that property directly across Lslond Avenue from St. Agnes Church. It is bordered by Kent Street on the east, a home, 523 Laaond Avenue on the west, Lalond Avenue to the south, and the alleyway between Hair and Lalond to the north. r KENT si ST ,96Wes i-r 4 6 V c A AIM °v X Y / 6 1V Suloo .1 1 g E .6ta V MAC 08 A($7 On the west side approximately eight to ten feet from the #523 residence we would like to erect a six foot fence above a three and one-half foot re- taining wall. Around the rest of the area the fence would follow the grade. This area would continue to be a parking lot on Sundays for Holy Mass as we will have four large swinging gates included in our fence. The fence itself will be the regular chain-link type, normally used around public play- grounds. I have used the word "we" many times, ws have this, we would like to do this, we etc., You might ask, just who are we? We are the mothers and fa s of the nine hundred some children who attend St. Agnes Grade School. We ar Page 2 members of the Parent Faculty Organization here and have pledged ourselves to raise the necessary funds for the construction of this fence. I have talked with people in your Planning Department (Mr. Connolley), Mr. Godet of the Building Department, and Mr. Drassel of Playground Department in connection with this project. They all felt sure that you would be glad to help us out in this matter. If at all possible, we would like to begin construction late in April, before all of our children get out and start playing there. I know that you members of the Council, who all have children of your own, will understand our situation. Very sincerely yours, /e/Ra /h R.
