RESOLVED, that it has been made to appear by the report of
the Housing and Redevelopment Authority of the City of Saint Paul,
in the premises, that said Authority has determined upon an urban
redevelopment plan, pursuant to the Statutes of the State of
Minnesota in such cases made and provided, presently designated
as that for Upper Levee Renewal Area , the boundary lines whereof
are the following:
Beginning at the intersection of Elm Street and
Upper Levee Road, from there in a northwesterly
direction on the northeast side of Elm Street to
its intersection with Hill Street ; then along the
north side of Hill Street in a westerly direction
to its intersection with Spring Lane ; southwesterly
along the northwesterly side of Spring Lane to its
intersection with Wilkin Street ; then in a southerly
direction along the wait side of 7iilkin Street to
its intersection with the Upper Levee Road; then in
a northeasterly direction along the northwesterly
side of the Upper Levee Road to the point of beginning,
said area being located entirely within the corporate limits of
the City of Saint Paul, County of Ramsey, State of Minnesota,
that the prosecution of said plan which is imminent, among other things ,
will involve the condemnation of all privately owned real estate
within said boundaries and the razing of all privately owned struc-
tures thereon for the purpose of accommodating the public uses and
purposes of said Authority's aforesaid urban area redevelopment
or renewal plan; that the installation in said area of additional
structures or other improvements requiring City of Saint Paul
Building Permits , by private persons, would be calculated to increase
the cost of the condemnation of the subject real estate by said
Authority under said plan, would be calculated to seriously inter-
fere with the same, would serve no useful practical private or
public purpose and would be detrimental to the public interests , and

that the issuance of building permits in said area should be
and hereby is suspended until the completion of said authorityts
acquisition, by purchase or condemnation, of the subject real
estate, or until the further order of this Council, to be
incorporated in its subsequent resolution.
RESOLVED FURTHER, that the City Clerk shall file a
certified copy of this resolution with the Commissioner of
Parks, Playgrounds and Public Buildings.
