RESOLUTION APPROVING THE USE OF
NEIGHBORHOOD STAR YEAR-ROUND LOAN PROGRAM FUNDS
FOR TWO PROJECTS IN WARD 7
�
WHEREAS, on June 10, 2009 the Neighborhood STAR Board reviewed two proposals
including a request from St. Pascal Baylon Catholic Church in partnership with District 1
Community Council for additional funds for their elementary school roof, and a proposai from
Energy Harvest Group Inc. for an iCel Systems Energy Lab in St. Paul; and,

11 WHEREAS, the roof replacement project proposal provides for the replacement of a
12 1950's school roof with a new white roof system; and,

14 WHEREAS, the proposal from Energy Harvest Group provides leasehold improvements to
15 house a new assembly facility producing lithium ion electric storage devices on the city's
16 east side; and,

18 WHEREAS, these proposals provide for capital improvements that will make for
19 considerable improvements to Ward 7; and,

WHEREAS, it is the intent of the Saint Paul City Council to participate in the financing of
these activities by providing a total of $125,000 from the Neighborhood STAR Year-Round
Loan Program;
NOW, THEREFORE BE IT RESOLVED, that the Saint Paul City Counci{ authorizes and
directs the appropriate City officials to execute the appropriate loan and grant documents
to implement this Resolution, subject to approval by the City Attorney; and,
BE IT FURTHER RESOLVED, the Saint Paul City Council authorizes and directs the staff
of the Department of Planning and Economic Development to proceed with all other action
necessary to implement this Resolution; and,
BE IT FURTHER RESOLVED, that upon recommendation of the Mayor, pursuant to
Section 10.07.4 of the City Charter, the City Council does hereby amend the current
budget for the Neighborhood Year-Round Loan Program in the following manner:
