RESOLUT►ON ADOPTING TI-IE AREA PLAN 5UMMARY
OF GREATER EAST SIDE DISTRICT 2 PLAN
AS AN ADDENDUM TO THE SAINT PAUL COMPREHENSIVE PLAN
WHEREAS the Greater East Side Distrrct 2 Plan was prepared by the District 2 Community Council and was
adopted by the District 2 Community Council on July 20, 2005; and �
WHEREAS the plan details a community vision and investment agenda for the area bounded by Larpenteur Avenue
on the north, Minnehaha Avenue on the south, McKnight Road on the east, and Johnson Parkway and English
Street on the west, addressing issues related to land use and urban design, housing, transportation, community
safety, parks and recreation and libraries; and
WHEREAS the City Council is authorized under Minnesota Statutes Section 462.355(2) and Chapter 107 of the
Saint Paul Administrative Code to adopt amendments to the comprehensive plan; and
WHEREAS the Land Use Plan, adopted by the City Council on February 6, 2002, provides for the adoption of
summaries of area plans as addenda to The Sainf Paul Comprehensive Plan upon findings by the Planning
Commission that the plans are consistent with adopted City policies; and
WHEREAS the Plann.ing Commission, on May 22, 2009, held a public hearing on the Area Plan Summary of the
District 2 Plan, notice of which was published in the Saint Paul Legal Ledger on May 4, 2009; and
WHEREAS testimony received at the public hearing was supportive of the plan; and
WHEREAS the Pfanning Commission, after considering pubfic comments, adopted the Area P�an Summary of the
Greater East Side District 2 Plan; and
NOW, THEREFORE, BE IT RESOLVED that the Saint Paul City Council that the District 2 Plan Summary is
consistent with The Saint Paul Comprehensive Plan and other relevant City policies and adopts it as an addendum
to the comprehensive plan, replacing the previous district plan adopted in 1979.

Subject: Greater East Side District 2 Plan Summary
It is my pieasure to transmit to you the area pian summary of the Greater East
Side Disfrict 2 P�an and recommend its adoption as an addendum to the Saint
Paul Comprehensive Plan.
Prepared by the District 2 Community Council, with assistance from Humphrey
Institute students, the plan addresses such issues as land use and urban design,
housing, transportation, community safety, parks and recreation centers, and
libraries. It is the Community Council's investment agenda for District 2.
Attached is the summary of the Greater Easf Side District 2 Plan, to be included
in the City's Comprehensive Plan.
The Planning Commission has considered the summary and held a public
hearing. They recommend its adoption. I concur with their recommendation.

WHEREAS the District 2 Plan was prepared by the District 2 Community Council, assisted by students from the
University of Minnesota - Humphrey Institute, and was adopted by the District 2 Community Council on.luly20, 2005,
and
WHEREAS the plan details a community vision and investment agenda for the area bounded by LarpenteurAvenue
on the north, Minnehaha Avenue on the south, McKnight Road on the east, and Johnson Parkway and English Street
on the west, addressing issues related to land use and urban design, housing, transportation, community safety,
parks and recreation and fibraries; and
WHEREAS the Planning Commission is authorized underMinnesota Statutes Section 462 355(2) and Chapter 107 of
the Saint Paul Administrative Code to recommend to the Mayor and City Council amendments to the comprehensive
plan; and
WHEREAS the Land Use Plan, adopted by the Ciry Council o� February 6, 20Q2, provides for the adoption of
summaries of area plans as addenda to The Saint Paui Comprehensive Plan upon findings by the Pianning
Commission that the plans are consistent with adopted City policies; and
WHEREAS comments from relevant City departments were received and the draft Summary language was modified
to address their concerns, and staff and representatives of the District 2 Community Council discussed the revised
Summary and supported the language; and
WHEREAS the Pianning Commission, on May 22, 2009, heid a public hearing on the Area Plar, Summary of the
District 2 Plan, notice of which was published in the Saint Pauf Legal Ledger on May 4, 2609,

WHEREAS the Neighborhood Planning Committee of the Planning Commission met to discuss the Summary and
suggested a revision to two poiicies and an additional policies, as follows:
Revise Policy P1 b. Install benches in parks within District 2 to match the design of those found in
Hillcrest Knoll Park.
• Add Policy P1d. Evaluate the rehabilitation or the replacement of Prosperity Recreation Center. The
evaluation, included in the list of 2010-2011 CIB Tentative Funding Recommendations, shall consider the
condition of the existing facility, programmatic issues, community demographics, community needs and
preferences, all in the context of the status of recreation facilities and programs citywide.
• Add Policy T1 i. Complete implementation of the RSVP in the District 2 area. The designated lighting system
choice for District 2 is lantem style lighting. Doubie headed lantems are preferred for commercial and main
street lighting
WHEREAS the Pfanning Commission accepts the revision and adddions;
NOW, THEREFORE, BE IT RESOLVED that the Samt Paul Planning Commission finds that the Distrrct 2 Plan
Summary is consistent with The Saint Paul Comprehensive Pian and other reievant City policies and recommends
the adoption of the plan summary by the City Council as an addendum to the comprehensive plan, replacing the
previous district plan adopted in 1979.

District 2 will be a diverse neighborhood wifh commercra/ centers and bofh owner-occupied and
renta! housing to serve all household types. Affordability of srngfe-family homes and proximity to
the parks nefwork is also important.
Safety is a priority, so policies for streetscape, landscaping, and traffic caimmg should be
implemented. Bike and walking paths should be used to provide access to parks, lakes, trails,
and recreation centers, as well as connecfions to both the loca/ and regiona/ parks.
Business distncts, specrfically Whife Bear Avenue and Phalen Village, are the focus of mixed-use
deve/opment with a concentration of office, �etail, and housing on pedest�ian-frfend/y st�eets.
Ames Lake attracfs visitors to ifs neighborhood festiva/s and provides an amenity fo� residents.

Montana Avenue and Larpenteur Avenue, including the Hillcrest Shopping Center, as
described in the Northeast Cor�ido�Deve/opment P/an summary; use the Hilicrest
Redevelopment Principies in the White BearAvenue Smaii Area Plan to prepare
redevelopment plans and designs of speafic projects.

Urban Design (D)
D1. Transit oriented design.
D1a. Incorporate transit-oriented design into mixed-use developments in Phalen ViAage,
Hillcrest, and at White BeadMaryland.
D1 b. Promote higher density transit-oriented development along the White Bear and
Maryland corridors, consistent with the White Bear Avenue and Phalen VitVage plans
D2. Streetscape improvements.
D2a. Collaborate with District 2 and local business associations to prepare a streetscape
program for commercial districts to create a coherent visual identity; street improvements in
the program, prepared in coordination with Public Works, may include, but are not limited to,
planting of flowering trees, fencing, benches, and historic {antern style street lights, including
on the White Bear Avenue bridge.
D2b. Use signage to create a visual border around the district
�2c. Gollaborate with District 2 to select native landscaping for commercial corridors that
complements planting used in restoration projects elsewhere in the district; the City forester
will coordinate the project, in collaboration with District 2.
D2d. Ensure that streetscape plans accommodate pedestrians and bicyclists; improvements
may inciude, but are not limited to, bike lanes and bike hoops for storage.

prairie parcel near the former 3M distribution center, as appropriate and when funding is
available; establish it as an environmental learning area with passive recreation opportunities.

T1a. Vacate Prosperity Avenue between Maryland Avenue and Rose Avenue to facilitate
improved tra�c circulation.
T1b. Add left-turn lanes on White Bear Avenue at Stiflwater Avenue and East 7'" Street,
similar to those at Maryland Avenue and Minnehaha Avenue, as described in the Whife Bear
Avenue Small Area Plan.
T1 c. Add left-turn lanes and signals from westbound Maryland Avenue at Phalen Boulevard
and Clarence Street, in Phalen Village, to facilitate traffic flow.
T1d. Implement the redesign of Ames Place as recommended in the White BearAvenue

T1e. Study on-street parking o� Phalen Boulevard within Phale� Village and make
recommendations for changes in the numbers of on-street spaces how they will be used,
including such restrictions as limited time parking; a predominate issue is the impact of
development on parking needs and the availability of parking.
T1f. Regulate on-street parking on White Bear Avenue, as described in the White Bear Small
Area P/an.
T1g. Collaborate with Ramsey County to add traffic cafming measures along White Bear
Avenue to better control traffic and make the street more hospitabie to pedestrians.
T1 h. Construct sidewalks on residentiai streets where none exist and a need has been
identified, once a petition from affected property owners is submitted to the City.

The Greater East Side (District 2) pian was prepared by the District 2 Community Council with
assistance from students from the Humphrey Institute at the University of Minnesota; the District
2 Community Council adopted the plan on July 20, 2045. Thesvmmary includes policies from
the plan that the Ci�y is responsib(e for implementing. The Planning Commission held a public
hearing on the plan summary on May 22, 2009, and, after considering public comments,
recommended the plan for adoption on June 5, 2009.
