Agent be and he is hereby authorized, with the consent of the Comptroller,
to issue Purchase Orders for a period of one year to VARIOUS PUBLLSH1NG
HOUSES for law books, without advertisement or competitive bids, as
these are the only sources of supply and no advantage could be gained
thereby.
