WHEREAS, The City Clerk his reported, in accordance with Section 53
of the City Char er, the existence of an emergency during
the period from ' ctobe>^ 19th to October 25th which rendered
necessary the e ployment of certain employees of the City
Clerk' s Office or more than eight hours per day or forty
hours ;per week in doing the following work:

AND WHEREAS, This emer.ency arose by reason of the following facts
