WfiEREAS, Council File No. 86-ll24 and No. 98-669 established Residenrial Pemut Parking on behalf of
the residents residing in the University of St. Thomas College area in accordance with Chapter 168 of the
Saint Paul Legislative Code with current signs posted for "No Pazking, 8:00 AM — 8:00 PM, Monday -
Friday, Except by Permit, Area 1 T', and
WIIEREAS, the abutting property owners have submitted a valid petirion to expand residential permit
parking on the north side of Dayton Avenue from Wilder Sfreet to 100 feet east, in front of 2015 and 2017
Dayton and on the south side of Dayton Avenue from Wilder Street to Moore Street; and
WHEREAS, Public Works staff has invesrigated the basis for the petition to expand Area 17, and
recommend adoption of the requested changes;
NOW, THEREFORE, BE IT RESOLVED, that the following parking regulations shall be in effect in the
residential area near the University of St Thomas:
Except by Permit or unless otherwise posted, "No Pazking, 8:00 AM — 8:00 pm, Monday — Friday, Area 17"
on the following street:
South side of Dayton Avenue from Wilder Street to Moore Street, and
North side of Dayton Avenue from Wilder Street to 100 feet east, in front of 2015 and 2017
Dayton.
BE IT FIIRTHER RESOLVED that these parking regulations shall be in effect and enforced on September 1,
2009 or as soon thereafter as signs are erected.

Parldng by University of St. Thomas students and commuters using public transit has created parking congesrion, litter, noise and
4affic issues for residents on tlus block. 67% (6 out of 9) owners on tkus block signed the petition to expand petmit parking to their
block.
Advantages If Approved:
Residents along this block and theit visitors will be able to pazk in front of or neaz their residence. It should also increase the
residential quality of tLis block by reducing the amount of trafFiq litter, noise and pollution.
Disadvantages If Approved:
University of St. Thomas students and commuters will have to find somewhere else to pazk Residents and their visitors will have to
pay for permits to pazk on their street.

Residents aiong this block will continue to have pazking problems.
