REASOLVED, that Commercial State Bank be permitted to
install and operate a drive-in teller facility on property
located adjacent to the northwest corner of M 'rket and West
Fifth Street, described as Lot 4, Re-arrangement of Block 9,
Rice and Irvine's Addition, in accordance with plans approved
January 9, 1958 and subject to compliance with the applicable
provisions of all ordinances governing the operation of parking
lots and further to the condition that public areaways abutting
said premises be properly maintained for the benefit of the
public at all times.

Dear Sir:
This is in the matter of the application of the Commercial State Bank for a
permit to install and operate a drive-in teller facility on property located
adjacent to the northwest corner of Market and W. Fifth Street. The property
on which this facility is located is described as Lot 4, Re-arrangement of Block
9, Rice and Irvine's Addition. The zoning is Commercial.
The applicant is presently building a bank on property adjacent to the northwest
corner of St. Peter and W. Fifth Street. The proposed drive-in-teller facility
and a seven car parking lot are to be located immediately to the west on W. Fifth
Street. There is to be a joint entrance only driveway from Market St. serving
both the parking lot and drive-in facility and two exit only driveways to W. Fifth
Street - one driveway from the parking lot and one from the drive-in operation.
The drive-in-teller window will be located adjacent to the south wall of the
bank building set back some 12 ft. from W. Fifth St.
The Traffic Engineer has approved the proposed drive-in-teller operation. The
parking lot permit has been issued under administrative authority granted to the
Traffic Engineer and the Director of City Planning by the City Council.
Field investigation discloses no objection from the standpoint of adjacent land
use or traffic. Applicant's plans are in accordance with existing standards.
In consideration of these factors the Zoning Board recommends that this permit
to establish a drive-in-teller facility incident to the Commercial State Bank
be granted in accordance with plans approved January 9, 1958.
