Substitute teachers 2. Emergency employes 3. Temporary employes 4. Auditorium employes who are paid on a per- performance basis 5. Parking lot attendants at Midway Stadium 6. Employes whose services are furnished to the City or a department or board of the City under written contracts between such employes and the City or any board or department thereof and whose salary is paid in accordance with the pro- visions of such contract or agreement and whose names are not carried on the usual payrolls of the City, board or department. Dillon, mayor— COMMISSIONER DATF I Whereas, The Council of the City of Saint Paul has h�*A_^`ter WHEREAS, the Council of the City of Saint Paul has heretofore provided for a comprehensive health and welfare program for City employes , the employes of the Board of Education of the City of Saint Paul, and for employes of the Board of Water Commis- sioners of the City of Saint Paul, all of whom are hereinafter referred to, for convenience, as "City employes" , which program is to become effective March 1, 1958 ; and WHEREAS, it is contemplated that under the contracts to be entered into by the City for the aforesaid health and wel- fare insurance coverage, the City will designate those of its employes who are to be covered under the group plan, including a designation of employes for whom the City will provide coverage out of City funds ; and WHEREAS, it appears further that there are certain categories of City employes wherein doubt exists as to whether they are to be covered under the group policy with City contribu- tion for such employes or whether they are to be included or per- mitted to come under group coverage in any manner, Now, therefore, be it RESOLVED, That it is the determination of the Council of the City of Saint Paul that all officers and employes of the City who were carried on the payrolls of such City on the 28th day of February, 1958, the last working date prior to the effec- tive date of the City' s group insurance program, and who continue on and after March 1, 1958 , as employes of such City, shall be included in the City' s group insurance program, except as herein- after provided, with City contribution being made for all such employes. Cafeteria help employed by the Board of Education working less than half time shall be eligible for City contribution. Inclusion or exclusion of all new City employes, including provisional employes, under the group insurance program with City contributions for employes , shall be determined in ac- cordance with the provisions of the specifications controlling the contracts, which contracts are to become effective March 1, 1958. In computing the six complete, consecutive calendar months of employment required for an employe to attain eligibility for City contribution under the group insurance program, the follow- ing rules are applicable: All employes who are on monthly payrolls, that is, paid once a month, in order to be eligible for City-pay coverage, must complete six (6) consecu- tive calendar months without having been off the City payroll for more than twelve (12) working days for any monthly payroll. 2. All employes who are on a semi-monthly payroll, that is, paid twice a 'month, in order to be eligible for City-pay coverage, must complete six (6) consecutive calendar months without having been off the City payroll for more than six (6) working days for any semi-monthly payroll. Absence on sick leave with pay will not, of course, be considered as days off a payroll. 3. For employes whose employment contemplates an absence from City or Board payrolls during the summer months, during which periods the employes do no work for the City or the Board of Education, such absences shall be disregarded in computing the six consecutive calendar months necessary for City contri- butions , that is, the period of such absences shall not be considered as an interruption or break in the six consecutive calendar months. Be it provided further that all cafeteria help, all janitresses and all nurses and clerks employed in the Health Department and by the Board of Education who are permanently appointed full-time or part-time employes of the City and whose terms of employment in each year are governed by the period of the school year (approximately ten months a year) shall be included
