WHEREAS, The creosoted wooden block and timber roadway deck of the Smith Avenue High
Bridge crossing the Mississippi River in the City of St. Paul, over which State Trunk
Highway #49 is routed, is urgently in need of replacement by a deck of permanent construc-
tion, and other work such as structural repairs, painting, lighting, etc. is necessary in
the immediate future; and
WHEREAS, Negotiations with the Minnesota Highway Department have resulted in an
agreement that the Minnesota Highway Department will pay 50 per cent of the cost of the
work exclusive of sidewalks and lighting, and the City of St. Paul the balance; and
WHEREAS, This obligation upon the City of St. Paul to share in the cost of reconstruc-
tion and repair to the deck of the High Bridge and other work creates a hardship on the
City, requiring the City of St. Paul to request authority from the .Commissioner to transfer
sufficient funds from the St. Paul allotment of Municipal State Aid to take care of this
expenditure; therefore, be it
RESOLVED, That the Commissioner of Highways of the State of Minnesota be and he is
herein requested to issue an order allocating sufficient funds from the St. Paul allotment
of Municipal State Aid funds to finance this obligation, this request being substantiated
by the following statement on behalf of the City Council of the City of St. Paul:
1. The City has maintained a tax levy for street maintenance and improvement
equal to or greater than that provided in previous years.
2. There are not now sufficient funds available to meet the foregoing
highway obligations which are scheduled for immediate financing.
3. A hardship condition does exist, with particular reference to financing
the City share of the cost for constructing a new deck and other work
on the Smith Avenue High Bridge.
4. That the City of St. Paul requests authorization for the use of approx-
imately $400,000 of their Municipal State Aid allotment for paying the
City share of the proposed project on the Smith Avenue High Bridge,
the final amount to be allotted to be determined upon completion of the
work following receiving of bids and award of contract.

Dear Commissioner Winkel:
Pursuant to your letter of January 21, I am attaching hereto
resolution requesting the Commissioner of Highways to issue an order
allocating funds for the High Bridge from the St. Paul Municipal
Aid Fund.
The provisions of the resolution are in accordance with the
terms of Mr. Evans' letter dated January 16, 1958. Following the
passage of this resolution by the City Council, I will have certified
copies prepared and forwarded to Mr. Evans.
