Whereas, A written proposal for the
making of the following improvement,

PRELIMINARY ORDER. and asphalt surfacing; by building up
The undersigned hereby proposes the making of the following public improvement by the City of Saint Paul.viz_:
improving Como Avenue from West City Limits to Brompton Street by removing
wood blocks, granite, brick and asphalt surfacing; by building up the pre$-rt concrete
base with concrete where necessary to bring the surface of the concrete base to the
proper sub-grade of the new asphaltic concrete surfacing or by constructing new con-
crete base where necessary; by surfacing with asphaltic concrete the existing track
area where track paving is adequate and removing track and track pavement where re-
quired; by surfacing with asphaltic concrete the present concrete base on the remainder
of the roadway area; by constructing new curb and sidewalk where necessary; by con-
structing sewer, water and gas service connections from street mains to property lines
where necessary; by reconstructing the paving, curbing and sidewalks on intersecting
streets where not in conformity with said improvement and by doing all other work
which is necessary and incidental to said improvement.

of the roadway area; by constructing new curb and sidewalk where necessary; by con-

4. To state whether or not said improvement is asked for on the petition of three or more owners.
5. To report upon all of the foregoing matters to the Commissioner of Finance.
