WHEREAS, The Commissioner of Public Works has reported, in accordance
with Section 53 of the City Charter, the existence of an emergency
during the period from January 1 to January 15, 1958 which rendered
necessary the employment of certain employees of the Department of
Public Works for more than eight hours per day or forty hours per
week in doing the following work:
Emergency street, building, sewer & bridge repair
Dispatching men for emergency repair work
Dispatching motor vehicles for all emergency work
Operating equipment on emergency repair work
Emergencycalls for sewer maintenance
Removing snow, ice and debris from city streets
Tending fire at Asphalt Plant on Sundays & holidays
Emergency garbage pickup
Taking care of complaints at City Yards
Drawing plans & specifications for grading &
Mimeographing grade profiles & revising house
Servicing municipal equipment
Making up sidewalk assessments
Inspecting city improvement jobs
Completing payroll work

Resolved, That the proper city officers
are hereby authorized to pay certain
employes in the Department of Public
Works for extra employment as de-
scribed in the resolution.

And WHEREAS, This emergency arose by reason of the following facts and
circumstances:
Necessity of answering all emergency repair calls, keeping city
streets free from snow, ice and debris, keeping fires at Asphalt
Plant continuously, picking up garbage, taking complaints at City
Yards, completing plans & specifications for grading & paving jobs,
need for grade profiles and house numbers, completing sidewalk work,
keeping city equipment in good running condition, inspecting work
done by contractors on street & sidewalk work, and completing pay-
roll work.
THEREFORE BE IT RESOLVED THAT the proper
to pay the employees who performed

WHEREAS, Alfred H. Schroeder, City Architect, having requested
the City Council to hold a public hearing to consider any complaints
about the expense incurred by the City of Saint Paul in removing a
dangerous structure at 774 Pars. Avenue, more particularly described as
Lot 3, Block 1, Jilson's Subdivision of Lots 3, 4, 5, 69 7, 8, 9 and 10,
Guerin's Outlots, St. Paul, Minnesota, the City Council held a public
hearing on December 24, 1957, to consider the expense and to confirm
the amount thereof; and
WHEREAS, it appears that the City Council, pursuant to C. F. No. 182389,
approved April 18, 1957, published April 20, 1957, set a public hearing to
eonsid.er removing the dangerous structure, and the City Council by C. F. No.
182967, approved May 22, 1957, published May 25, 1957, oreered the wrecking
by and at the separate cost and expense of the owner, occupant, or other
person in control thereof, and the City Council by C. F. No. 183302, ap-
proved June 12, 1957, published June 15, 1957, directed the Commissioner of
Parks, Playgrounds and Public Buildings to enter upon the premises and
wreck and remove the building thereon and do any and all thing therein
necessary for the protection of life, limb, and adjoining property, and
that the City of Saint Paul has incurred. the expense of '707.74 in removing
said structure; and
WHEREAS, it appears that James Maher, 4372 North Hamline Avenue,
Saint Paul 13, and C. C. Rein, 105 Pioneer Building, Saint Paul 1, are the
owners of the premises, and that a copy of the proceedingswa-L sent to
A. B. Ma.rkert, Attorney, 900 Minnesota building, Saint Paul 1; be it
RESOLVED, that we, the City Council of the City of Saint Paul, do
hereby confirm the amount of 9707.74 to be the fair, true, and reasonable
amount for such services incurred in removing the dangerous structure; and
be it
FURTHER RESOLVED, that the City Clerk be directed to file in the
office of the Register of Deeds for the County of Ramsey a statement of
expense incurred by the City for the purpose of securing a lien on the
property, pursuant to the Building Code.
