Whereas, The Council finds that the
Planning Board of the City of Saint

WHEREAS, the Council finds that the Planning Board of
the City of Saint Paul is preparing an Economic Base Study
in conjunction with and as an integral part of the Planning
Board's Comprehensive Plan Program, and that in connection
therewith and upon the advica of the Planning Board, it is
advantageous and expedient to employ the services of experts
in the field for review, advice and recommendations on the
methods, procedures and analysis of such Economic Base Study,
and

WHEREAS, it is recommended that /the necessary professional
consulting services the following, who are Staff Members of the
University of Minnesota, be employed fox that purpose, said
parties being:
John M. Raup, Professor, Department of
Agricultural Economics -
John R. Borchert, Professor, Chairman
of Geography Department -
Robert J. Holloway, Professor, Head
of Marketing Division, Department
of Business Administration -
NON THEREFORE BE IT RFSOLVED, that the Council hereby
authorizes the employment of the above named parties for the
purposes expressed, and directs the Corporation Counsel to
prepare the necessary contract to be entered into by and between
said parties and the City of Saint Paul, and hereby authorizes the
proper City officials to sign such agreement for the employment
of the said parties to perform such technical services, compen-
sation for the work to be performed by them to be at the sum of
$2400.00 for complete services to be rendered by them on the basis
of at least 240 hours to be spent on said project and the period
of time for the services of the said consultants to cover approx-
imately 9 months from and after the effective date of agreement
between said parties and the City.
