to enlarge its existing private parking lot on the north
side of Arlington Avenue between Asbury and Arona, in
accordance with plans approved November 13, 1957 and subject to
compliance with the provisions of all ordinances governing the
operation of parking lots and to the further condition that
sidewalks abutting said premises be kept clean and free of ice
and snow at all times.

Dear Sir:
This is in the matter of the application of the Bethel College &
Seminary for a permit to enlarge an existing private parking lot
located adjacent to the north side of Arlington between Asbury and
Arona. The property is described as follows: Lots 12 thru 15,
Block 9 & Lots 12 thru '19, Block 8, vacated alleys adjoining and
vacated Asbury St. adjoining all being in Frankson's Como Park Add.
The zoning is "A" Residence.
The proposed parking lot has a frontage of 180 ft. along W. Arling-
ton and extends northerly approx. '156 ft. The plans have been
approved as to layout and operation by the Traffic Engineer. Field
investigation discloses no objection from the standpoint of adjacent
land use or traffic. The applicant is increasing his off - street
parking facilities from 67 to 87 cars.
Access to the property is from two driveways on W. Arlington. The
property will be suitably fenced and landscaped, all yard require-
ments of the Zoning Ordinance are met as indicated on the applicant's
plans.
In consideration of these factors, the Zoning Board recommends this
permit be granted in accordance with applicant's plans approved
Nov. 13, 1957,

Dear Sir:
Enclosed, herewith, are three copies of the Application for Special
Council use permit, three prints of the construction drawing for
campus improvement for Bethel College and a check from same in the
amount of f20.00 for permit fees. The application for permit
applies to the Easterly entrance to the parking lot from Arlington
Avenue.
Mr. Connelly, of the St. Paul Planning Commission, recommended both
entrances be widened from the 12' width shown. Upon inspection of
the entrance areas in the field, we find that widening the entrance
would endanger three elm trees. In view of t1ais we will recommend
to Bethel College the establishment of one -way traffic in and out
of the parking lot as shown on the enclosed plan.
We would very much appreciate prompt action by the Council in this
matter as construction is now underway on the project and we hope to
complete all walks, sewers, curbs, and parking areas before winter.
