RESOLVED, that Minnesota Federal Savings & Loan Association
be permitted to install and operate a customer parking lot on Lots 1
and 2 and the north 20 feet of Lots 11 and 12, Block 19, St. Paul
Proper, located on the west side of Minnesota Street between Fourth
and Fifth Streets, in accordance with applicant's revised plans
filed December 6, 1957 and the conditions set out in letter of
Nix. Eugene Avery, dated September 18, 1957, subject to compliance
with the provisions of all ordinances governing the operation of
parking lots and subject to the further condition that sidewalks
abutting said premises be kept clean and free of ice and snow at
all times.

Dear Sir:
This is in the matter of the application of Minnesota Federal Savings &
Loan Assoc. for a permit to install and operate a customer parking 'lot on
the property located on the west side of Minnesota between 4th & 5th Sts.
This property is described as Lots 1 & 2 and the north 20' of Lots 11 &
'12, Block 19, St. Paul Proper. The zoning is "Commercial ".
The proposed parking area is presently vacant and has a frontage of approx.
751 on Minnesota extending from the alley northward to the new building
under construction and extends westerly some 100' west from Minnesota St.
The applicants propose to utilize the site as a customer parking lot in
conjunction with a bank which is presently under construction adjacent to
the property on the north. The lot will have a capacity of 30 cars.
The parking facility will be served by entrance and exit driveway on Minn-
esota St. and from the alley adjoining the property on the south. This
public alley serves five other tenants and owners of property in this block
bounded by Cedar, Fourth, Minnesota & Fifth. Applicant has submitted letter
dated Sept. 18, 1957, to the Traffic Engineer, indicating he has contacted
four of these owners or tenants and they have no objection if the City granted
this parking facility as shown on applicant's plan. In the letter the appli-
cant also stated that in the future should the situation change so that there
will be interference caused by their using the alley, they will, upon recommenda-
tion of the Traffic Engineer, make any changes that will be for interest of
all concerned. The proposed layout and operation has been approved by the
Traffic Engineer's office with the above understanding. Field investigation
discloses no objection from the standpoint of adjacent land use.
In consideration of these factors, the Zoning Board recommends that this permit
to establish a customer parking lot incident to a bank at this location be
granted in accordance with app'licant's plans filed November 6, 1957 and condi-
tions set forth in letter to Mr. Avery dated Sept. 18, 1957.
