WHEREAS, the Medal of Valor is presented by the Saint Paul Police Deparnnent and Saint Pau] Police Foundation in
recognition of courage and dedication under one of the most dangerous conditions an officer must face, and
WHEREAS, Officers Armando F. Abla-Reyes and Officer William C. Beaudette; Officer Kobert L. Edwards and K-9 Parmer
Rico; Officers Cory J. Kochendorfer and Officer Jessica E. Phi]lips; and Retired Officer James O. Mann all faced such situations
with utmost bravery, and
WHEREAS, the Meda] of Valor was bestowed upon said Officers on Tuesday, January 13, 2009 in a ceremony at the St. Paul
RiverCentre, and
VJHEREAS, the Ciry Council and residents of Saint Pau] would like to congatulate and thank the Officers for their unwavering
bravery and willingness to place themselves in harms way for the public's safety; now therefore be it
RESOLVED, that the Saint Paul Council officially recognizes Officers Abla-Reyes, Beadette, Edwards, Kochendorfer and
Phillips, K-9 Rico, and Retired Officer James Mann for their dedication to the safery of the Ciry of Saint Paul.
