SCHROEDER City Architect Under State Deed No. 64502, dated June 18, 1946, the tax - forfeited lands described as Lots 9 through 14, inclu- sive, Block 2, Dewey, Drake and Pence's Addition to St. Paul, were conveyed to the city for emergency housing and thereafter for public playgrounds. These parcels are. located between St. Anthony, Louis, Central, and Galtier Streets, which area is within the Western Rede- velopment Area of the Housing and Redevelopment Authority of the City of St. Paul. The parcelization plan of the Authority con- templates that these lots will be included in Parcel 6 and sold for redevelopment purposes. The plan also contemplates that Parcel 7, which is a tract containing 4.62 acres, is to be developed for park purposes. In order that the Housing Authority may acquire said Lots 9 through 14, it is necessary that the parcels be reconveyed to the state and that the Authority subsequently purchase them as tax - forfeited lands. This department is willing to relinquish the control of said lots, providing that the Housing Authority agrees to develop said Tract 7 as shown on the parcelization map as a park and convey it to the City of St. Paul. We, therefore, recommend that the proper city officials be_`auT_hF'riz"ed to reconvey Lots 9 through 14, inclusive, Block 2, Dewey, Drake and Pence's Addition to St. Paul, to the State of Minnesota in trust as provided by MSA, Section 281.25, on condition that the Housing and Redevelopment Authority accepts an agreement to be prepared by the Corporation Counsel's office, which agreement is to provide for the development and conveyance as out- lined above, for the land designated as Tract 7 in the parcelization plan. Hurley Corporation Counsel �0�� B u i 1 d i n g Dear Sir: We note that the City Council has referred to your office the matter of the reconveyance of Lots 9 through 14, inclusive, Block 2, Dewey, Drake and Pence's Addition to St. Paul, which were tax - forfeited and conveyed to the city for em- ergency housing and thereafter for public playgrounds. This matter was informally discussed by Mr. Sheahan of your staff, Mr. Shaw of the Housing Authority, and Mr. Dehn of this office, several days ago, and it was agreed that a resolution would be prepared by your office, which resolu- tion would be subject to acceptance by the Housing and Redevelop- ment Authority, and would provide for the development and con- veyance of a parcel designated as Tract -7 in the parcelization plan prepared y the Housing Authority. The Housing Authority has filed a tentative plat of the Western Redevelopment Area, which plat involves the vacation and realignment of existing streets and alleys and the acquisition of all of the properties within the plat by the Housing Authority. Such acquisition cannot be made as to the above noted lots until they are reconveyed by the city. We do not know as to the amount of develop- ment for park purposes the Parks Department will require and suggest that this be ascertained by conferring with Mr. Lobdell of the Parks Department in order that any agreement entered into may make adequate provision to protect the cityts interests.
