RESOLVED, by the Council of the City of Saint Paul,
that, in behalf of said City and its inhabitants, official
cognizance and attestation be taken and recorded, hereunder
and hereby, of the significant honor recently bestowed upon
Julian B. Baird, a native and resident of said City, and then
past President and Chairman of the Board of Directors of The
First National Bank of Saint Paul, represented by his appoint-
ment by the President of the United States of America, to the
preeminent Federal Governmental Post of Under Secretary of the
Treasury, the multifarious duties whereof embrace the conduct,
in the interests of the Federal Government, of International
Affairs of the Treasury, and operational functions of the
Treasury in connection with the International Bank for Recon-
struction and Development, the Export - Import Bank of America
and the International Monetary Fund, among other important
Federal affairs;
RESOLVED FURTHER, that such appointment of said Julian
B. Baird is deemed reflective of Presidential notice and
appreciation of the nationally extensive and thoroughly merited
reputation of said Julian B. Baird, in banking, business and
civic fields of endeavor, for exceptionally high moral calibre,
ethical standards, fidelity, perseverance of rur pose, business
and professional achievements and capacities of extraordinary
accomplishments, all necessary therefor and calculated to
assure his successful prosecution of the arduous and complex
duties of said Federal Governmental Post, in the public interest;
RESOLVED FURTHER, that said Council, in behalf of said
City and its inhabitants, hereby shall be deemed to have ex-
pressed and permanently recorded sincere commendation thereon
and gratification because of said Presidential appointment,
together with earnest congratulations thereon to said Julian
B. Baird and desire for his successful atta- nment, to a maximum
degree, of the public objectives of said high Federal Governmental
Post; and
