SLINMSSYTA December 4, 1957 This is in the matter of the application of Shell Oil Company for a permit to enlarge an existing filling station operation adjacent to the northwest corner of Annapolis and Stryker. The property is described as the south 75' of to s 13 and 14, McManigal & Varney's Re- arrangement of Block 17 Jackson & Bidwell's Addition to West St. Paul. The zoning i "commercial. " The property is presently occupied by a filling station. The .appli- cants propose to expAnd the filling stationcperation westerly along Annapolis and have acquired additional land since the original per - mit was issued in 1948. The additional land will be used to increase parking facilities. The present filling station standards provide for a 10' buffer adjoin- ing residential property. Applicant's plans call for a 5' buffer along the west property line. In support of applicant's request, he has filed a petition signed by the adjoining property owner agreeing to this relaxation of the side -yard to, 51. In the examination of applicant's proposed operation, the Zoning Board finds that the present 10' buffer as required would not interfere with applicant's operation and can find no justification for its relaxation in this instance. Field investigation discloses no objection to the proposed expansion from the standpoint of adjacent land use or traffic andthe Traffic Engineer has approved the proposed lay -out and operation. In consideration of these factors, the Zoning Board recommends that this permit be granted, however, contingent upon the applicant being required to follow the existing filling station standards and thereby provide a 10' buffer strip along the west property line. Due to the small parcel of land the station is situated on, we request that the standard planting area design be released to a 5' planting strip, as shown on print. The adjoining property owners, Mr. Joseph Hager, 81 W. Annapolis Street, and Mr. C.A.Clausen, 867 Stryker Ave., have no objection to the ranch type fence and five foot plant- ing strip.
