RESOLVED, that First National Bank be permitted to
install and operate a customer parking lot between Robert,
Minnesota, Kellogg Boulevard and Fourth Street, also described
as Lots 4 and 13, and parts of Lots 1, 2, 3 and 12, all in Block
25, "Saint Paul Proper ", in accordance with plans approved
October 3, 1957, and subject to compliance with the provisions
of all ordinances governing the operation of parking lots, and
to the further condition that sidewalks abutting said premises
be kept clean and free of ice and snow at all times.

The City Council today apvroved the application of the First National
Bank for a permit to install and operate a customer parking lot between
Robert, Minnesota, Kellogg Blvd. and Fourth St., also described as
Lots 4 and 13, and parts of Lots 1, 2, 3 and 12, all in Block 25,
"Saint Paul Proper ", and ask that you prepare the proper resolution
approving the same.

Dear Sir;
This is in the matter of the application of the First National Bank
of St. Paul for a permit to remodel and enlarge an existing parking
lot on the property located adjacent to the west side of Robert between
Kellogg and Fourth. The property is described as Lots 4 & 13; the
northerly 50 ft. of the westerly one -half of Lot 3; the northerly 25 ft.
of the southerly 50 ft. of Lots 1, 2 is 3, excepting therefrom the east-
erly 20 ft. thereof, the southeasterly one -half of the southeasterly
one -third of Lots 1, 2 A 3, excepting therefrom 1 foot in width of the
southeasterly end of said lots 1 and 2 and the east one -half of Lot 12,
all in Block 25, St. Paul Proper.
The City Council granted the applicant a parking lot permit on a
portion of this property in December, 1956. Applicant proposes to
extend the parking lot frontage on kellogg Blvd. westerly for a dis-
tance of 25 ft. and to add a driveway on Kellogg Blvd. Cars will
enter only from Kellogg Blvd. and exit on Robert and Fourth St.
The Traffic Engineer has approved the proposed layout and operation
and the field investigation discloses no objection from the standpoint
of adjacent land use or traffic. Applicant is conducting a drive -in
teller operation on portion of this property which will in no way be
affected by this parking lot facility.
In consideration of these factors the Zoning Board recommends that
this permit be granted in accordance with plans approved 04. 3, 1957.
