, after many months of intensive and comprehensive study
by highly trained experts, including members of the technical
staffs of the Housing and Redevelopment Authority of the City
of Baint Paul, Kinnesota, and of the several departments of the
City of Saint Paul, the Redevelopment Plan for the ,lfestern Be-
development Project, UBMinn. 2 -2, Best of the Minnesota State
Capitol, was originally adopted by said Authority on February 5,
2952, and was, subsequent to public hearings, unanimously ap-
proved by Resolution of the City Council of Saint Paul on Xareh 6,
2952, and
W=W, amendments thereto were adopted by the Authority on
February 26, 2953., and approved by the City Council on Parch 10,
2 953., and
SAS, thereafter, in February, 1957, the said Authority re-
affirmed and readopted the said original Redevelopment Plan, as
amended, retaining all of the essential elements of the said
original ,Plan, but adjusting said Plan only in a number of minor
respects to conform to refinements made in the Central Area Plan
and in the adjacent street and hightazy system., all of which action
7zas again thereupon unanimously approved by Peso2ution of this
City Council, and
ACAS', the said Redevelopment Plan for the said Xestern Re-
development Project is financed not only by Yedera2 funds, but
also by the taxpayers of the City of Faint Paul, and
WL02NS', it has always been, and still is, evident that the :,'vast
majority of the citizens of the City of Saint Paul are in favor
of said Redevelopment Plan and the expeditious realization and
consummation thereof, and
WILVMW., the .Swint Paul Chamber of Commerce heretofore, by .Resolu-
tion, has indicated its complete approval of said Redevelopment
Plan and the expeditious realization and consummation thereof,
and �.

, pursuant to the Invitation for Bids and the Contract
Documents Aoretofore promulgated and issued by said Authority in
connection with the proposed sale of Parcels No. 1, 3, 4, 5, 6 and
8, all as prescribed by said Redevelopment Plan, preliminary bids
were filed on August 7, 1957, and final bids were filed on Nou m-
ber 5, 1957, by several interested bidders, and
WIZERW, subsequent thereto Parcels No. 5, 6, and 8, the sale of
which was proposed exclusively for housing, were awarded to the
highest qualified bidder, and
WIUMW the bid of the ' highest qualified bidder on Parcel No.-3
is ,586,736.00, and the bid of the highest qualified bidder on
Parcels No. l and 4 is $277.,000.00, and.
Ate', those bids with respect to the Parcels upon which they
were made were, respectively, higher by many thousands of dollars
than the next lowest bids thereon, and
NZOPU&S, it is manifest that the said two highest qualified bidders
placed full reliance upon the dignity and integrity of said Re-
development Plan and of the actions taken up to date by the
Authority in adopting the same and` by the actions taken up- to date,
by the City Council in approving the same, and
lP', in addition to the more than *2,000.,000.00 that may be
realized on the basis of the said highest bids for Parcels 1, 3,
4, 5, 6, and 8, it is anticipated and expected that the acceptance
of all of said highest bids by the Authority will result in new
construction in said I estern Redevelopment Area in an amount of
approximately 010, 000, 000.00, which will be placed on the tax -
rolls and become revenue sources for the City of Saint .Paul, and
approximately one thousand people will be added to the payroll
within this City, and

Capitol Approach, as well as the Dountoun Loop District, and
SEAS, because of the present disturbing economic situation
generally and here 1 ocall y, as -evidenced by a douza -trend in sales,
an increase in unemployment from day to day, and loss of real
estate tax revenues resulting from the tearing down and contem-
plated tearing donna of commercial buildings in the Dountoaan District
for additional parking purposes, It is incumbent upon and the
direct responsibility of this City Council to take any and all
steps that may be necessary and proper in attempting to rectify
this disturbing economic situation and in attempting to restore
an upward economic trend in this City, and
WMU2EAS, the prompt sale of said Parcels No. 1, 3, and 4 to the
said highest qualified bidders will be a forward step in that

ASS, this City cannot afford to risk the loss of the contem-
plated projects, or any of them, on said Parcels No. 11 3, and 4,
and
7S, for the reasons above stated it is deemed that the best
interests of this City require the prompt and immediate sale of
said Parcels No. 1, 3, and 4 simultaneously so that the projects
and improvements proposed to be constructed thereon may become a
reality in the immediate and foreseeable future, and
MUMM, any further delay in the realization and consimmt ion of
said .Redevelopment Plan for the said Western Redev,�lopment Project
may be costly or disastrous to the taxpayers of this City and such
delay should, therefore, ;,be effectively prevented.
NOW, TB IT IS MMWYBWOLY.ED, that the City Council of
the City of Saint Paul should, and hereby does, again publicly
and unequivocally reaffirm and reapprove the`Bedevelopment Plan
for the Western Redevelopment Project, UR Minn. 1 -2, ]rest of the
Minnesota State Capitol; that said Redevelopment Plan is in and
