WHEREAS, the Department of Fire and Safery Services applied for and received the FY2008 Staffing for Adequate Fire and

WHEREAS, the �ant amount would be $5,024,988.00, of which the federal govemment would provide $1,950,840.00 to
support these additiona] firefighters positions over the next five years, and
WHEREAS, the grant requues a decreasin� federal share over time, with an increasing local share until the fifth year of [he
grant when all costs aze assumed by the local agency, and

In 2006, an independent audit of our flre department was conducted by
a private firm. Those findings were published and then given to a
strategic planning committee for evaluation and implementation.
Relevant details of that audit are included 'tn the project narrative to
support this request. Many of the recomended changes have already
been made. This grant will address one of the more costly
recomendations, which is a shift in daily staffing to better serve the
public and to provide better safety to firefighters.

The Saint Paul Department of Fire and Safety Services proudly provides fire, rescue, and advanced-life-support medical
services to an urban area covering 57 square miles with a resident population of over 287,�00 people. Our response
area is home to critical infrastructure including our state capital building and associated government facilities, 61 miles of
main line railway, 24 miles of river waterway, 18 miles of interstate freeway, an airport, several hospitals, arenas, large
public gathering locations, several large utility groups, and commercial facilities that support the surrounding 11-county
metro area with a population of 2.3 million people. In 2008, we are the host city for the Republican National Convention
and we are actively preparing for that event and the challenges that it will deliver.
Our department has a total of 416 sworn positions and 61 support positions involved with emergency response, fire
prevention, fire investigation, administration, and support services. The Operations Division is divided into three shifts.
Each 24-hour operational shift is comprised of one deputy chief, three district chiefs, 16 engine companies, seven ladder
companies, and three rescue squads for a combined total of 113 sworn suppression personnel on duty each day. Eleven
of the 16 engine companies also "dual-staff' advanced life support ambulances. This dual staffing is a key component of
this SAFER grant request and it will be discussed in detail in the Project Description. We also cross staff specialty units
including the state's only Hazardous Materials Emergency Response Entry Team, a state Chemical Assessment Team,
an Advanced Technical Rescue Team, four rescue boats, and an engine responsible for airport rescue and firefighting.
We also have 50 members dedicated to the state's SUSAR collapse rescue team, MN Task Force -1.
In 2007, the department responded to a total of 40,468 incidents. We provide mutual aid to multiple departments in
several mutual aid networks, as well as the Minneapolis Fire Department and the Metropolitan Airport Fire Department.
Considering our mutual aid agreements and the fact that we are the state's only Hazardous Materials Emergency
Response Entry team and a core component of MN Task Force - 1 our response area expands to include the entire
state of Minnesota. This grant would not only benefit our department, but also any fire department in the state requiring
our assistance.
The following paragraphs outline our 2008 SAFER Grant Project Description and our need for the 1 S firefighter positions
requested. Following that, we describe the impact on daily operations, the cost-benefit analysis, our recruiting standards,
our city's financial commitment to the project, our statement against volunteer firefighter discrimination, and our intent to
comply with a!I requirements as described by the SAFER Program Guidance.
PROJECT DESCRIPTION
The Saint Pau{ Department of Fire and Safety Services is the largest fire department in the state of Minnesota tfiat
provides fire, rescue, and advanced life support (ALS) ambulances to the community that we serve. As mentioned in
preceding paragraphs, our ALS units are dual-staffed by 11 of our 16 engine compa�ies. When a fire cali is received,
this four-person company responds on their fire engine. When a medical call is received, this same company responds
in their ambulance, which leaves the fire engine out of service until the company returns to the station. This system
originated during the early 1970's when we were one of the first fire departments in the nation to staff paramedics. As
our services have expanded, we have added dual-staffed companies to keep up with the growing demand of emergency
medical services in the community. This system was extremely efficient for many years. However, over the past decade
it has become more and more apparent that the system has become overloaded and that fire protection has been
negatively affected based on the ever-growing EMS call volume. It is not uncommon during peak times or ma�or
incidents for most, or afl, of our medic units to be in service on medical calls. This leaves the remaining five engine
companies to cover all of the city's fire responses in three districts. As you follow the statistics, it is evident that our ability
to meet recommendations set by NFPA 1710 is severely hampered when the right combination of events takes place.
Our statistics further show that our response times for the first company on scene have continually slowed from 3.2
minutes throughout the 1990's to our current response average of 4.7 minutes during the 2005 to 2007 time period. This
is caused by delays based on the available number of engines remaining in a fire district. Just as our response times for

the first engine on scene have been impacted, our ability to get a full-alarm assignment to the scene within 8 minutes
(90°l0 of the time, as outlined in NFPA 1710) has been significantly affected. In 2007, the average arrival of the last unit
of a first alarm assignment was well over 10 minutes. On the far end of those statistics, it is not uncommon to see the
last unit arriving 15 to 20 minutes from the receipt of call. We believe that this is unacceptable and severely jeopardizes
firefighter and public safety.
Over the past 20 years, our annual statistics have shown consistently slower average response times due fo a call load
that has more than doubled over the two decades studied. it has been further compounded by the decommissioning of
three fire companies over fhe same time frame during some extremely tough budget years and previous city leadership
that did not have the fire department at the top of its priority list. in recent years, our delivery system has been stressed
to a point where it is evident to all parties involved that a change is needed.
In 2006, our newly elected mayor and city council agreed to invest in a total audit of our fire department. TriData, a
division of System Planning Corporation in Arlington, Virginia was hired at considerable cost to the city to pertorm the
audit. Their final report of 305 pages made 138 recommendations that they believed would enhance our operations and
give us a b{ueprint for the future of our depaRment. Based on this report, the mayor formed a strategic planning team to
review all of the recommendations and come up with a plan for implementation. The audit confirmed what many already
expected and that was the need for an overhaul of our response delivery system. Specifically to the concern of this grant
request, it has led us to our short and long range plans of expanding our emergency medical services delivery while
enhancing (not sacrificing) fire a�d rescue protection to the community. Ultimately, our goa! is to meet OSHA Two-
In/Two-Out (1910.134) guidelines and NFPA 7710 recommendations 100% of the time.
After much contemplation and based on recommendations from the strategic planning team, our departmenYs
leadership has come up with a plan to shift over to a six-person paramediclengine company format as is common in
many departments of similar size. This arrangement would allow four personnel to remain on all of the existing fire
engines while two personnel staff the ALS ambulances attached to each fire company. A staffing rotation would rotate
the six firefghters between the engine and the ambulance to combat the "paramedic burnouY' acknowledged by our
planning team. All six members of these duai companies would be firefighters available to respond to emergency
incidents as necessary. As approximately 80% of our EMS call load is basic life suppoR treatment and transports, it
would significantly reduce the amount of time that a fire engine is out of service. The paramedic engine cempany wauld
only be dispatched for ALS calls as a first responder and would remain in district for fire responses while the ambuiance
transports the patient to a medical facility.
This transition will keep fire engines fully staffed in their response districts a vast majority of the time and positively affect
the statistics regarding the first company on scene as well as later arriving units at all multiple company alarm calls. We
believe this shift in staffng will bring us into full compliance with NFPA 1710 by keeping more of our existing engine
companies in service a majority of the time. It would, at the same time, enhance our EMS delivery making it a win-win
situation for the community we serve.
While it has been a continuous political battle over the years, all of our companies are currently staffed with a NFPA
1710 compliant four personnel and our mayor and council have boih made a commitment to the four-person sta�ng
issue. Our non-compliance to NFPA 1710 is a result of our current sta�ng model and the fact that many of our engine
companies can be out of service at any given time due to medicai emergencies and our duaf-staffing deVivery melhod.
This grant focuses on strengthening our abilities and reducing response times to below acceptable standards as outlined
in the NFPA 1710 standard.
The most important effect of this SAFER grant award wou{d be the obvious gains in a faster response, the safety of
firefighters, and an expeditious response to emergencies in all of our response districts. Our three-year plans include
upgrading three dual-staffed engine companies to the six-person format. This would be an additional six firefighting
personnel per shift (18 firefighters total) and it will allow us to staff a six-person engine/medic company in each of our
three response districts. Our long-range plans could transition all dual response units to the six-person format at a total
potential expansion of 66 firefighting personnel.
IMPACT ON DAfLY OPERATIONS
As intermittent daily staffing overages have been available this year, we have already initiated some test trials at two
stations following the new sta�ng model of the strategic plan. The addition of the personnel and the separation of fire
and ems responses has been a significant improvement. It is apparent to our administration and the firefighting
personnel that the switch in response protocols will significantly improve our response to fire calls while not reducing our

service expectations for ems response.

The firefighters on the job are excited that the city is finally focusing on getting appropriate personnel to fire scenes in
contrast to what has seemed like a never-ending downhill siide to less firefighters on the fireground. While we have
successfully fought to keep all of our apparatus staffed with a minimum of four personnel, the number of apparatus on
the scene during the first 8 minutes has continued to decline as our response system has heen stressed.
The award of this grant will allow us to make significant, measurable changes that will allow us to educate and expand
towards our end goals. Ultimately, firefighters will have more of the support we need during the initial phases of an
emergency response and once that standard is set, it is hard for the city to step back from it without losing pofitical
ground or their financial investment. Considering the advances made by our department in the past ten years, this grant
will have one of the most profound and far-reaching effects on our personnel's safety for many years to come.
COST-BENEFIT ANALYSIS
While the city's administration understands and supports this concept of a shift in service delivery, our progress has
been hampered by significant budget shortfalls in the overall city budget. The State of Minnesota has had consecutive
budget shortfalls for the past five years and they have made large cuts (34% in 2004 alone) to local government aid
programs. Our city has absorbed massive cuts in state aid from 2003 to 2007 and has a forecasted 2009 budget shortfall
of $15 million. As in most cities, the public is resistant to tax increases while at the same time expecting a wider array of
services. The city has taken fiscally responsible steps to overcome the projected shortfall and the emergency services
divisions were fortunately spared this year from the brunt of the cuts. However, budget increases in the next budget
cycle are a very hard sell. The city's leadership is not opposed to our short and long-range plans, but the budget
constraints have pushed the implementation back until future budget cycles. Our fire departmenYs concern is that the
plan will potentially be shelved indefi�itely as cha�ges in priorities happen over the years to come.
If we are awarded this SAFER grant for the 18 positions requested, it will allow us to jump-start our transition to the new
delivery format and secure the direction our department believes it needs to head while our needs are still at the
forefront of discussion at Saint Paul City Half. Our city`s management, council, and mayor have approved.this grant
request and the necessary cost share that comes with the award. The costs will be covered by the city for the duration of
the award period through the normal budget process. The apparatus are already in service, the stations in question are
already able to accommodate the added staffing, and we have a current eligibility list to hire from so there will be little
financia� impact the first two years thanks to the SAFER funding matrix. We are excited that the potential of this SAFER
grant award could allow us to get through the shor[falls over the next two years with minimal impact while allowing the
financial managers adequate time to properly plan for the long-term cost of the added firefighting staff.
Additionally, this grant will dramatically expedite our long-range goals and will significantly shorten the timeline of the
total transition. The addition of the 1 S firefighters all at once will also allow us to watch statistics in comparison with those
of the companies pending transition and will further support a more rapid transition to our end goal. While this SAFER
grani request is for the initial 18 personnel we need, we firmly believe that this award will be a catalyst towards an end
result of significantly more firefighters on our force, which compounds the true value of this grant award beyond the
budget you see in this request. I�itially, the public will be better served, as there will be three additional engine
companies strategically spread across the city that will be in service the majority of the time as opposed to the holes left
in our system as outlined earlier. The long-range plans that this grant will set in motion will have benefits far beyond what
this grant will initially enable.
MINORITY RECRUITMENU FINANCIAL OBLIGATION / VOLUNTEER DISCRIMINATION
As to the other stipulations in the SAFER Program Guidance, we will adhere to all rules and commitments required by
the grant. Our human resources department conducts recruitment and administers the selection process of all jobs in the
city. The city promotes a diverse workforce and works progressively at achieving workforce diversity goals. Our most
recent fire department recruit academies in 2006 and 2007 were some of the most diverse recruit classes in the history
of the city.
Additionally, we will ensure that the firefighters h+red by this grant will not be discriminated against, or prohibited from,
engaging in volunteer activities in anotherjurisdiction during off-duty hours. All firefighters hired will be trained and State
Certified at the �SFPA compliant fevel of Firefighter I, Firefighter If, and Emergency Medical Technician-Basic within the
timelines required by the SAFER Program Guidance. They will also be trained to the Hazmat Technician Level and have

additional opportunities to specialize in other technical rescue and emergency services disciplines.
AII new hires will undergo entry level physicals and immunizations as recommended by NFPA 1582 and will be included
in our departmenYs health and wellness program.
As stated earlier, our city leadership has already committed to covering the cost requirements for the five year grant
period. This will be done through the general fund and normal budgeting processes. While the matching portion is
significant, our city management agrees that this is an opportunity that cannot be ignored.
CONCLUSION
The 18 firefighter positions requested by this grant are the outcome of significant research on how to make ourjobs
safer while providing a superior level of service to our community. We are certain that we have identified a solution to a
monumental problem concerning both safety and service in our city and we believe our request meets the true intent of
the Staffing for Adequate Fire and Emergency Response Grant program. While our current city management fully
supports our fire department, the financial issues described earlier make our goals seem impossible when there are only
so many available funds to distribute between many of the city's essential services. The award of this grant will allow us
to overcome the financial obstacles that are prohibiting us from obtaining our staffing goals in a reasonable and
necessary time frame.
If this grant is not awarded, we wili still respond when summoned and do the best job we can with the staffing we have
available. Our firefighters and those we serve will unfortunately suffer the potential consequences if we cannot
significantly address the growing staSfing inadequacies described in this grant request. The firefighters hired with the
assistance of this SAFER award will greatly enhance our ability to protect our community by bringing us towards full
compliance with NFPA 1710 and propelling us towards our long-range plans. At the same time, it will enable us to
pertorm ourjob with a higher level of safety, pride, and confidence and will allow us to set the benchmark fior acceptable
staffing in our region.
We realize that you will undoubtedly see a number of equally qualified requests from departments of all sizes. We know
that not all of the applicants will be fortunate enough to be awarded a SAFER grant this year. We can assure you that

3. Drug-Free Workplace (Grantees other than individuals)
As required by the Drug-Free Workplace Act of 1988, and implemented at 44 CFR Part 17, Subpart F, for grantees, as
defined at 44 CFR part 17, Sections 17.615 and 17.620:
(A) The applicant certifies that it will continue to provide a drug-free workplace by:
(a) Publishing a statement notifying employees that the unlawEul manu4acture, distribution,
dispensing, possession, or use of a controlled substance is prohibited in the grantee's
workplace and spec+fying the actions that will be taken agai�st employees 4or violation of
such prohibition;
(b) Estabfishing an on-going drug free awareness program to inform employees about:
(1) The dangers of drug abuse in the workplace;
(2) The grantee's policy of maintaining a drug-free workplace;
