THE COUNCIL OF THE CITY OF ST. PAUL DOES ORDAIN: Section 1 - 500.01. Adoption of Code. This Ordinance, consisting of Chapters 1 through 500 inclusive, and Appendices F. G and H. is a revision of the legislative ordinances of the city, excepting franchise ordinances and other ordinances of special application only, and is hereby a�dopted, in accordance with the provisions of Section 125 of the Charter of the Ci of St. Paul, as a single, original, comprehensive Ordinance to be known as ST. PAUL LEGISLATIVE CODE. Section 2 - 500.02. Repeal of Certain Ordinances. Appendix F to the St. Paul Legislative Code is a complete listing of °a-11 Ordinances- set- forth in the 1941 Compiled Ordinances of the City of St. Paul. Appendix G to the St. Paul Legislative Code is a numerical listing of all Ordinances passed by the City of St. Paul from January 1, 1941, to October 1, 1956. Both said Appendix F and Appendix G are incorporated by reference herein and made a part hereof. All Ordinances or parts of Ordinances enacted prior to October 1, 1956, are hereby repealed except: 1) Administrative Ordinances, 2) Special and Franchise Ordinances as listed in the tables commencing on pages 525, 5412 5442 548 and 552, 1941 Compiled Ordinances of the City of St. Paul, and 3) Special and Franchise Ordinances as so designated in. Appendices.F and G.. Section 3 - 500.03. Preservation of Existing Rights. The repeal of any ordinances or portion thereof by the preceding Section shall not affect or impair any act done or right vested or accrued or any proceeding, suit or prosecution had or commenced in any cause before such repeal shall take effect; but every such act done, or right vested or accrued, or proceeding, suit or prosecution, had or commenced shall remain in full force and effect to all intents` and purposes as if such ordinance or part thereof so repealed had remained in force. No offense committed and no liability, penalty or forfeiture either civilly or criminally incurred.prior to the time when any such ordinance or part thereof shall be repealed or altered by the Legislative Code shall be discharged or affected by such repeal or alteration; but prosecutions and suits for such offenses, liabilities, penalties or forfeitures shall be instituted and proceeded with in all respects as if such prior ordinance or part thereof had not been repealed or altered.; Section 4 - 500.04. Separability Clause. If any part, sentence or clause of the Legislative Code shall be adjudged void or of no effect, for any reason whatsoever, such decision shall not-affect the validity of any of the remaining portions of the Legislative Code. Section 5 - 500.05. Penalty. 4,Any person violating any provision of the Legislative Code shall.-,be..gdilty'_of'.a misdeTeanor, and upon conviction thereof shall be punished by a fine not to exceed $100.00 or by imprisonment for not to. exceed 90 days. Any additions or amendments to the Legislative-Code when passed in such form as to indicate the intention of the City Council to make the same a part hereof, shall be deemed to be incor- porated herein so that a reference to the Legislative Code shall be constituted as including them. 'Section 7 — 500.07. Publication of Code. The ST. PAUL LEGISLATIVE CODE, together - awith the City Charter and such indexes, supplements, appendices or other material as the Council may designate, shall be printed and published in loose leaf form in accordance with Section 125 of the City Charter. The ST. PAUL LEGISLATIVE CODE, passed the 18th day of December,,1957, shall become operative upon its passage, without further publication in an official newspaper, all in accordance with Chapter 67, Minnesota Session Laws of 1955, as amended by Chapter 22, Minnesota Session Laws of 1957.
