Hurley �p L Corporation Counsel City of Saint Paul Dear Mr. Hurley: On August 14, 1958, the City Council voted to continue its contribution to the Teachers' Retirement Fund at the rate of 8 percent of the total payroll, as provided for by the by -laws of the Teachers' Retirement Association, but to supplement that contribution for the coming budget year of 1959 only, by the amount of $909000.00, this amount being equivalent to a one percent increase in the city's contribution. The question has now been raised whether or not the City Council could take such action without the by -laws of the Teacherst Retirement Association, as they apply to the contribution the city shall make to the fund, having been amended. The question being asked is whether or not the action of the City Council was within its authority under the existing by -laws of the Teachers' Retirement Association.
