09-564Council File # 09-564 Green Sheet # 3070356 1 2 3 4 5 6 7 8 9 10 il 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 RESOLUTI�N OF SAIf�T PAUL, MINNESOTA Presented by %� WHEREAS, the City of Saint Paul is and Implementing Agency of the Vletropolitan Regional Pazks and Open Space System; and WHEREAS, the Metropolitan Regional Parks and Open Space System includes approximately 53,000 acres, 49 rea onal pazks and puk reserves, 6 special recreation feaiures, 29 regional trails, and has more than 33 million visits annually; and WHEREAS, this 2030 Regional Pazks Policy Plan identifies approximately 17,000 acres of additional land to be acquired to complete the system; and WHEREAS, the total cost for acquisitions is estimated at approximately $193 million; and WHEREAS, parmerslups with the private sector is key in achieving this vision established in the 2030 Regio�al Pazks Policy Plan; and WHEREAS, a Regional Pazks Foundauon of the Twin Cides was established to leverage private sector reso�rces in order to achieve the vision of the 2030 Regional Pazks Policy Plan; and WHEREAS, the City of Saint Paul also works with two esfablished non-profit paztners (Como Friends and the Saint Pau] Pazks Conservancy) to leverage private sector resources to benefit elements of City of Saint Paul managed and operated pazks within the Metropolitan Regional Pazks and Open Space System, whose brands and success should not be compromised by other activides supported by the City of Saint Paul; now, therefore, be it RESOLVED, that the Saint Paul City Council hereby supports the Regional Pazks Foundation of the Twin Cities, encouraging the new foundatioo to puaposefully target its work as it relates to rhat of the City of Saint PauPs existing nou-profits (Como Friends and Saint Paul Pazks Conservancy) to avoid conflict with the specific missions and purposes of those organizations; and, be it FCJRTHER RESOLVED, that the Saint Paul City Co�ncil consents to and approves the appointment of Michael Hahm, Director of Pazks and Recreation, to the Regional Puks Fowdation of the Twin Cities Board of Directors to represent the City of Saint Paul. Initiating Problem, Issues, Opportunity (Who, What, When, Where, Why): A Regional Parks Foundation of the Twin Ciries has been established to pursue partnerships with the private sector on behalf of the Regional Pazks System and the individual implemen6ng agencies that operate [he system. As an impleraenting agency, a seat on the Foundafion Boazd of Directors is identified for a the Department Director or sunilaz senior level representative that is an employee of Saint Paul Parks and Recreation. The Foundation has requested that the City designate its appointee. Advantages If Approved: The City of Saint Paul will have representaGon on the Regional Pazks Foundation of the Twin Cities Board of Directors. DisadvanWges If Approved: None Disadvantages If Not Approved: The City of Saint Paul will not have representation on the Regional Pazks Foundation of the Twin Cities Boazd of Directors.
